The Global Community Engagement and Resilience Fund (GCERF) is offering grants to support local, community-level initiatives that address the drivers of violent extremism and strengthen resilience against violent extremist agendas.
The Global Community Engagement and Resilience Fund (GCERF) was established in 2014 to support efforts to prevent violent extremism.
As per GCERF’s Investment Strategy for Somalia and in support of Somalia’s National Strategy and Action Plan to Prevent and Counter Violent Extremism, the focus of the funding will be as follows:
- What
- Build resilience and support stabilisation efforts in newly liberated areas of Hirshabelle and South West States. GCERF seeks to fund local civil society organisations to implement programmes that support the social and economic recovery and reintegration of communities in areas formally under prolonged Al Shabaab control.
- Proposed projects should focus on one or more of the following issues:
- Promotion of social cohesion:
- Within communities in newly liberated areas;
- Between communities in newly liberated areas and wider Somali society;
- Reconciliation and mitigation of community conflict, for example through support to peace committees and/or community justice mechanisms
- Increased trust between communities and government authorities such as security actors, FMS administrations and the federal government:
- Alternative messaging including on culture, cohesion and tolerance;
- Community-based reintegration of low level defectors from Al Shabaab;
- Trauma-informed healing and psychosocial support to individuals and communities; or
- Promotion of locally-relevant sustainable livelihoods to build economic resilience.
- Promotion of social cohesion:
- Note: This list is non-exhaustive and this EOI is open to other innovative PVE- relevant programme proposals.
- Who
- Proposals should demonstrate how they will address the needs or concerns of specific focus groups, including those who may be marginalised and/or vulnerable.
- Proposals should demonstrate how engagement at the individual and community level will bring about broader community or institutional benefit or change – i.e. how your proposed activities with direct programme beneficiaries will also result in wider changes amongst indirect beneficiaries within the specific geographic location, for example, changes in behaviour or perceptions.
- Where
- Newly liberated areas of Hirshabelle (for example, areas around Belwedweyne, Jowhar, Balcad or Warsheikh) and/or South West States (for example, areas around Xudur, Baidoa, Baraawe).
Funding Information and Duration
- Organisations are encouraged to apply as consortiums.
- They intend to issue two grants: one to organisations proposing to work in Hirshabelle and the other to organisations proposing to work in South West.
- Each grant will be for up to 1,000,000 USD each.
- Proposed projects should cover a time period of between 2 and 3 years (24 to 36 months).
Criteria
- Grantee
- Priority will be given to organisations who are based in Hirshabelle and South West States. Organisations without previous experience of working on issues relevant to the objectives listed above in south-central Somalia need not apply.
- Prerequisites
- Appropriate legal registration in both the proposed FMS and with the Federal Government of Somalia.
- Willingness to accept and fulfil the role of a Principal Recipient if applying in consortium.
- Required Capabilities
- Established relationships and credibility with the communities and population groups identified in the proposed geographical locations.
- Previous experience and current capacity in project design and management.
- Previous experience and current capacity to manage and account for international donor funding.
- Previous experience and current capacity to work within a consortium and/or managing sub-recipients – for those choosing to form a consortium.
- Previous experience and current capacity to deliver community-level initiatives that address the local drivers and strengthen resilience against violent extremism.
