The Small Grants Programme (SGP) is calling for proposals from competent not-for-profit organisations based in Brazil to strengthen the governance of local communities’ territories and develop the SGP strategy in Brazil for the next operational phase.
The Small Grants Programme (SGP) of the Global Environment Facility (GEF) and ICCA GSI are implemented by the United Nations Development Programme (UNDP).
The Global Support Initiative for Indigenous peoples’ and Communities’ Conserved Territories and Areas (ICCA-GSI) aims to expand the range and quality of diverse governance types of protected areas (PA) and sustainable livelihoods of indigenous peoples and local communities through improved recognition, capacity building and empowerment, and on-the ground support to ICCAs. These actions will contribute to achieving the Convention of Biological Diversity (CBD) Aichi 2020 targets: Target 11 – increasing protected areas coverage, Target 14 – safeguarding essential ecosystem services, and Target-18 protection of traditional knowledge.
The initiative is implemented through three distinct but mutually reinforcing “Work Packages” (WP): WP1 – Provide direct support to community-based action and demonstration on sound ICCA stewardship for the purposes of ecosystem protection, sustainable livelihoods and poverty reduction; WP2 – Legal, Policy and other forms of support for ICCA recognition and conservation (including governance assessments of PA and landscapes); and WP3: Networking, knowledge production and exchange between national CSO initiatives at regional and global levels.
The specific objectives are the following:
- Effective management of the ICCA GSI Portfolio in Brazil, from programme strategy to technical support to ICCA grantees, as well as monitoring and evaluation to ensure compliance with the overall approved global Strategic Framework, Operational Guidelines, work programme, and national environmental priorities.
- Build strategic partnerships with development partners, such as donors, foundations, private sector and civil society, to promote SGP and ICCA and mobilize resources.
- Contribute to GEF-SGP’s efforts to develop effective national, regional and global networks for technical support and knowledge management.
Specific Activities
Specific activities within the project proposal must be identified and presented with budget estimates. At the general level, eligible entities are expected to be able to undertake the following actions:
- Prepare annual work plan for ICCA GSI in Brazil, including strategic and/or innovative initiatives to be undertaken/explored,
- Issue Call for Proposals (CFP) to strengthen the governance of local communities’ territories in Brazil, and subsequently review and award the grants to the selected entities for up to 100 000 USD;
- Monitor and evaluate the ICCA GSI grants;
- Document lessons learned and best practices in SGP/ICCA GSI programme/project development, implementation, and oversight;
- Prepare the next SGP OP7 Operational Phase.
Funding Information
Grant funding available for the activity is up to a maximum value of US $130,000.
Timeline
- Grants should be awarded by May 2020.
- Duration of the grant: until 31 December 2020.
Eligibility Criteria
- Non-profit organization dedicated in the field of environment and development, protected areas governance, and the cause of indigenous peoples and grassroots communities.
- Only organizations that have their own capacity (required qualified personnel, partner organizations and/or affiliate entities), and ability to establish a functional mechanism to administer and implement the activities.
- Expertise in natural resource management or biodiversity conservation.
- Proven relevant working experience of over 3 years in the field of environment and development, protected areas governance, social assessment of protected areas, and with indigenous peoples and grassroots communities.
- Strong understanding and proven experience on CBD, Aichi 2020 targets; protected areas governance; ICCAs; and 2030 sustainable development goals.
- Have a minimum of two fully dedicated personnel to undertake the activities.
- Proven administrative capacity for project financial management, monitoring and evaluation, and reporting.
- Must have sufficient physical presence in the target area to facilitate the logistic management and effective administration of the allocated funds.
