The UN Women is currently accepting applications for the Gender Responsive Capacity Development Programme to support duty bearers and right holders to advance gender responsive and inclusive governance.
Nepal is working towards graduating from Least Developed Country (LDC) status by 2026 and emerging as an inclusive, equitable, and prosperous middle-income country by 2030. The new constitution (2015)2 envisages substantial changes to its system of governance through the devolution of powers to the provincial and local levels. In its largest reform since 1990, the country has been restructured from five regions to seven provinces, within which 753 newly created local jurisdictions are being governed by locally elected representatives. The federal, provincial and local government has completed the first tenure of five years post 2017 election and elected second tenure representatives at all three levels through local, provincial and federal election that were held on May and November 2022 respectively.
UN Women seeks to partner with two national non-profit organisation/consortium as responsible parties (RPs) to implement the proposed intervention in three provinces, namely Madhesh, Karnali and Sudurpaschim.
Objectives
- Gender responsive and inclusive governance is promoted through i) promotion of leadership and substantive participation of elected women representatives in governance structures and processes, ii) strengthening gender-responsive and inclusive service provision capacities of duty bearers across governance institutions.
- Women leaders with intersecting identities and their networks are supported i) to address the gender and disability based inequalities and ii) for demanding accountability for fulfilment of their rights.

- The budget range for this proposal is as follows:
- USD 250,000.00 – USD 300,000.00 for Objective 1
- USD 150,000.00 – USD 164,000.00 for Objective 2
- Time Frame: 1 July 2024-30 June 2026
Scope of Work
- Objective 1: Gender responsive and inclusive governance is promoted through i) promotion of leadership and substantive participation of elected women representatives in governance structures and processes, ii) strengthening gender-responsive and inclusive service provision capacities of duty bearers across governance institutions.
- Activity 1.1: Develop/adapt a comprehensive manual on the political empowerment and gender responsive inclusive governance
- Activity 1.2: Deliver comprehensive capacity development support to all elected women in selected LGUs from three project provinces.
- Activity 1.3: Reflective dialogue sessions
- Activity 1.4: Promote a pool of ‘Gender Equality Champions” in 39 LGUs
- Activity 1.5: Provide technical support to draft/implement GESI policy/strategies to project LGUs
- Activity 1.6: Design and deliver a training on social accountability
- Activity 1.7: Knowledge products and IEC materials
- Objective 2: Women leaders with intersecting identities and their networks are supported i) to address the gender and disability based inequalities and ii) for demanding accountability for fulfilment of their rights
- Activity 2.1: Capacity development training to women’s organisations (with intersecting identities) and networks on leadership and gender responsive and inclusive governance processes.

Eligibility Criteria
- Demonstrate technical competencies in the area (or areas) where the applicant is applying:
- Demonstrable organizational experience designing and implementing capacity development activities to elected representatives and key government officials on women’s leadership and political participation to advance gender responsive and inclusive governance. Proven technical competencies in application of human rights-based and feminist approaches to advance gender equality and for ensuring their voices and needs as rights-holders.
- Demonstrable organizational experience of forming and supporting networks of excluded groups, including at the community level.
- Sound knowledge of the governance system of Nepal, in particular the new context of federalism.
- Past experience working with provincial and local government on GESI policies and strategies, gender mainstreaming would be an added value.
- Demonstrated experience in implementing programmes on gender equality and women’s empowerment, and in formulating result-oriented programme, monitoring programme based on indicators and quality reporting.
- Proven organizational experience in building strategic partnerships, connections, and networks with relevant partners, including women-led organizations, CSOs and government agencies at all levels.
- Demonstrated commitment to working with women, girls, other genders that are economically, socially, culturally, or otherwise excluded, excluded and/or marginalized.
