Global Fund to fight AIDS, Tuberculosis and Malaria – Solomon Islands

The Country Coordinating Mechanism (CCM) Solomon Islands invites qualified agencies to apply as Principal Recipient(s) (PRs) to manage the GF grants for malaria and TB components in partnerships with the Government of Solomon Islands for the period of January 2024 to December 2026.

The primary goal of GF is to accelerate the end of AIDS, tuberculosis, and malaria epidemics through collaboration and partnership with governments, civil societies, technical agencies, private entities, and individuals affected by the diseases. The GF mobilizes and allocates billions of dollars annually to support programs implemented by local experts in more than 100 countries, with the aim of creating sustainable and effective solutions.

How does the Global Fund work at country level?

• The Global Fund’s secretariats located in Geneva, Switzerland. At the country level, the Global Fund requires two crucial bodies – the CCM and the Principal Recipient (PR), each with specific roles in program implementation and grant disbursement.
  • Country Coordinating Mechanism (CCM)
    • The CCM is a national committee that submits funding application to the Global Fund and oversees the effective implementation of the Global Fund grants. The CCM ensures the crucial partnership comprises representatives from all sectors involved in responding to the three diseases –the government, civil societies, multilateral or bilateral agencies, academic institutions, people living with the diseases and the private sector.
    • The CCM’s primary responsibilities include coordinating the development of national funding requests, nominating the PR, overseeing approved grant implementation, approving any reprogramming requests and ensuring harmonization between Global Fund grants and other national health and development programs.
  • The Principal Recipient (PR)
    • Principal Recipient is an entity responsible for implementing the Global Fund-supported programs in country and signs a grant agreement with the Global Fund. The PR is accountable to the CCM and to the Global Fund.
    • The competency of PR is ensured by standard criteria, which includes Global Fund grant implementation requirement such as financial management, program management, procurement & supply chain management and related controls and accountabilities. In addition, they must adhere with national laws and regulations to enable the implementing agencies to achieve agreed outcomes.

Scope

• Scope of Work for the PR for TB component
  • The Principal Recipient (PR) applicant for the Global Fund grant is requested to submit evidence of the competency and capacity to manage the following areas (but not limited to), in collaboration with the Ministry of Health and Medical Services (MHMS)and in alignment with the National TB Strategic Plan:
    • Enable the National and Provincial TB Programs to improve active case finding and contact tracing to reduce TB transmission and disease;
    • Support TB Program to optimise diagnosis through the increase utilization of laboratory testing platforms and improving access to diagnostic services;
    • Establish a functional network of partnerships between the National TB Program and community organisations to strengthening interventions including empowered community engagement in TB care, prevention and control activities, monitoring and social accountability, with a focus on promoting early diagnosis and treatment in the community for ambulatory cases;
    • Coordinate and facilitate clinical education for clinicians responsible for TB case management;
    • Ensure practices of data quality assurance are implemented across all program surveillance and monitoring, to enable complete and timely data for decision making and action;
    • Promote human rights, social protection, gender equality and social inclusions.
  • Note: The aforementioned areas are subject to prioritization during subsequent negotiations with the CCM and the Global Fund.
• Scope of Work for the PR for malaria component
  • The Principal Recipient (PR) applicant for the Global Fund malaria grant is required to prove the competency and willingness to manage the following (but not limited to) areas, in collaboration with the Ministry of Health and Medical Services (MHMS) and in alignment with the National Malaria Strategic Plan:
    • Procurement and distribution of 520,000 long lasting insecticide treated mosquito nets, (LLINs) to the ‘last mile’ (Household level);
    • Increase utilization of LLINs through community engagement and education strategies;
    • Oversee the implementation of a targeted malaria outbreak and cluster response of Indoor Residual Spraying strategy based on granular and timely case data;
    • Ensure quality malaria case management with emphasis on the capacity to manage vivax malaria, through increasing testing, quality treatment, and improved treatment adherence;
    • Ensure malaria commodities, (drugs and diagnostic tests) are maintained in adequate supply at all health facilities through analysis of consumption and forecasting data and coordination with the programs, MHMS – National and Provincial Medical Stores.
  • Note: The aforementioned areas are subject to prioritization during subsequent negotiations with the CCM and the Global Fund.
