The Global Partnership for Social Accountability (GPSA) is inviting non – state non-profit entities authorized to operate in the Dominican Republic, to submit proposals for projects of social oversight, individually or through consortia implemented.
The Global Partnership for Social Accountability (GPSA) launched a Call for Proposals in the Dominican Republic to improve service delivery in basic education, justice and citizen security by strengthening the capacity of the Dominican government and supporting social accountability initiatives implemented by civil society.
The Dominican Republic has extensive experience with collaboration between state institutions and citizens, and has promoted participation and social control interventions by civil society organizations (CSOs) with the support of the government. This call is part of a partnership between the World Bank and the United States Agency for International Development (USAID), and builds on previous initiatives led by the World Bank and supported by the GPSA, such as the IPAC, an anti-corruption initiative with heavy civil society engagement, and a strong GPSA portfolio already under implementation.
Funding Information
The project proposals can last between 3 and 5 years and the indicative amount of the project is between US $ 400,000 and US $ 500,000.
Priority Areas
- Education
- Strengthening the participation of community participation instances at school level to improve accountability of schools.
- Strengthening of the citizen monitoring process of IDEC Phase 2 and of the Education Pact.
- Citizen
- Support for the development of a crowd sourced data collection system on minor crimes and its pilot application in a municipality of the country
- Monitoring of the quality of services provided by the National Police and Ministry of Interior and Police (procedures)
- Strengthening citizen participation in the implementation and monitoring of priorities identified by the Governmental Commission for Internal Security.
- Justice
- Citizen follow-up to the levels of implementation of agreements arising as a result of the Judicial Summit.
- Support to the implementation of a citizen feedback system on the quality of the justice service provided to the most vulnerable users
Proposal Priorities
- Clearly indicate the specific governance problem to be solved. For example: in some countries, GPSA has supported projects that address the poor quality of the public health service, due to the absence of nurses and doctors, through the monitoring of the presence / absence of medical personnel in rural clinics; In other countries, GPSA has supported projects that have contributed to improving the efficiency of spending on social protection programs through a better targeting of subsidies, through the monitoring of beneficiary selection; In other projects the GPSA has helped identify bottlenecks in the delivery of basic services, through user surveys, the results of which have been used by the authorities to improve performance in the provision of the service, etc.
- They are based on a collaboration agreement with the state entity that will use the information produced by the project. The agreement may be a letter of intent of the state entity that will participate in the implementation of the project. It is necessary that state actors, potentially beneficiaries of such information, recognize the usefulness of the information that the project will provide to make better decisions about the management of services;
- They can show the direct contribution to the objectives of the project to the objectives of the END 2030. The projects must contribute specifically to the improvement of the sectoral indicators of the NDT and have a monitoring system that can show these advances and contributions.
- Present innovative elements that encourage the use of ICT in the collection and analysis of data from citizen feedback processes. Even if we are obliged for the projects to develop a computer application that allows better and greater data collection and exchange between users and providers of public services, the issue of sustainability of citizen monitoring actions will be taken into account in the evaluation of the proposals
- Be aligned and contribute to the priorities (one, some or all) identified by the sectors approaches of this call.
