GIZ Georgia, within the framework of the initiative “European Union for Integrated Territorial Development (EU4ITD) – Catalyst of Economic and Social Life” (CESL), funded by the European Union and the German government, announces a competition for project ideas.
As a result of the competition, regional and “integrated” projects will be financed in Guria, Imereti, Kakheti and Racha-Lechkhumi and Kvemo Svaneti regions in three priority directions: urban renewal, tourism development and income generation/economic activation.
The main goal of the project is to balance the economic and social life in Georgia, reduce migration processes from regions and develop regional centers.
Priorities
- CESL will finance initiatives and accompanying measures in three priority areas:
- Urban renewal – refers to projects whose purpose will be to transform unused or inappropriately used “spaces” into “places” with a social or commercial function. The initiative, which is presented by at least one citizen, must be financed by public funds, however, it must be implemented with the active involvement of the citizens themselves. Based on the fact that the goal is to create “centers of attraction” beyond Tbilisi and Batumi, the priority areas of this direction are the urban centers of the pilot regions and four post-industrial cities in the Imereti region12;
- Development of tourism – projects, the purpose of which is to improve tourism offers in the regions of SRIGP or to alleviate the negative impact caused by tourism. Initiatives must be:
- Of regional importance,
- Planned and/or implemented together with representatives of the tourism sector, and
- Sensitive to citizens as well as to cultural and natural heritage (eg renovation of tourism infrastructure);
- Income generation and economic activation – projects whose purpose is:
- Development of a specific value chain or elimination of the deficit in this chain in order to increase the price or sales of a specific product; or
- Generate or increase income for vulnerable groups (eg rural women, unemployed youth).
Funding Information
- The minimum volume of each grant requested by the competition should not be less than 50,000 GEL, as for the maximum volume of the grant, it is determined by 800,000 GEL for the priority of urban renewal, and 500,000 GEL for the priorities of tourism development and income generation/economic activation.
Eligibility Criteria
- The applicant of the project application can be 27 municipalities and intermunicipal destination organizations (eg DMOs2 ) in partnership with the municipality(s) targeted by the integrated development program of the pilot regions in the four regions.
- After making the decision on the “funding prerequisite” of the project idea, the applicant must submit the following mandatory documentation in Georgian:
- Technical plan of the project (in case of infrastructure project);
- Budget broken down in detail;
- Project-cost accounting documentation by the authorized representative of the receiving municipality;
- Expert’s official report on the evaluation of project-cost accounting documentation; • Decree of the City Council on project approval;
- Environmental impact assessment study (EIA) (required by Georgian legislation
- Records of consultation meeting(s) with residents and stakeholders.
