The International Renaissance Foundation (IRF) has announced a Grant Competition entitled “Combating Torture – Systematic and Sustainable Solutions”.
The purpose of the competition is to support the formation of lasting ties between public organizations and state authorities aimed at developing systemic solutions aimed at combating torture in Ukraine.
Priorities
- Building a sustainable interaction between different stakeholders to develop a comprehensive vision of countering torture in Ukraine
- The combination of the capacity of state bodies and civil society to ensure decent conditions in places of non-freedom
- Prevention of torture and ill-treatment in places of non-freedom
- Documenting and investigating torture and ill-treatment
- Rehabilitation of victims of torture and ill-treatment
Funding Information
- The maximum grant size is 700 000 UAH.
- The maximum project term is 12 months.
Eligible Costs
Eligible costs are:
- necessary for the implementation of the project activity in accordance with the Grant Agreement;
- meet the principles of expediency and cost-compliance, including the principles of “highest quality at the lowest price” and cost effectiveness;
- properly documented, substantiated and understandable, as well as supported by relevant financial and accounting documentation.
Eligibility Criteria
- The following are invited to participate in the competition: non-profit organizations, in particular charitable organizations, public associations (in particular, public organizations and unions), which:
- have previous experience in this area, which is duly confirmed, as well as established contacts with central authorities, whose authority is to combat torture
- have the status of a non-profit or charitable organization and are officially registered in Ukraine;
- have the capacity to implement and report on grant projects (including financial reporting).
- Proposals from organizations that do not meet the formal requirements above will not be considered. The contest does not provide grants to lucrative organizations, political parties, state authorities, local governments, religious communities and private (physical) individuals and entrepreneurs.
Requirements for Project Proposals
- To participate in the competition, project proposals prepared in accordance with the requirements specified in this advertisement are accepted from organizations that meet the above requirements. Preference will be given to project proposals that meet one or more of the following criteria:
- Propose ways to consolidate the efforts of civil society and the state aimed at combating torture;
- have a clear vision of possible systemic solutions for the development and implementation of the prevention of torture in places of non-freedom, the effective documentation and investigation of torture, and the establishment of an effective system for the rehabilitation of victims of torture;
- take into account the context and experience gained in the field of combating torture in Ukraine;
- have confirmed agreements on joint work with state authorities, whose authority includes the prevention of torture through prevention, documentation and investigation, as well as the rehabilitation of victims of torture;
- Project proposals are submitted in the form specified in the section “The order of submission of project proposals” of this announcement, in the terms defined by this announcement. Project proposals will be checked for compliance with the formal requirements of the competition and those that meet the requirements will be submitted to the competition commission for consideration.
