The United Nations Development Programme (UNDP) has announced the applications to create a network of digital hubs in rural communities of Donetsk, Zaporizhia and Luhansk regions.
The purpose of this announcement is to provide information on the grant competition organized by the United Nations Program for Reconstruction and Peacebuilding for non-governmental organizations operating in Donetsk, Zaporizhia or Luhansk oblasts, and to explain the procedure for submitting project proposals.
The announcement sets out the criteria for compliance with the requirements of the competition, the process of submitting and selecting project proposals, as well as the criteria for evaluating projects that will be selected within this competition.
The program is supported by twelve international partners: the European Union, the European Investment Bank, the US Embassy in Ukraine, as well as the governments of Denmark, Canada, the Netherlands, Germany, Norway, Poland, Sweden, Switzerland and Japan.
Components
Program activities are grouped by the following key program components, which reflect the priority needs of the region:
- Economic Recovery and Reconstruction of Critical Infrastructure;
- Effective local self-government and decentralization reform;
- Public Security and Social Cohesion.
Eligibility Criteria
- Public or charitable organizations that will submit project proposals for this competition must meet the following mandatory requirements:
- to be officially registered with the status of a legal entity on the territory of Ukraine (territories controlled by the Government of Ukraine);
- have the status of a non-profit or charitable organization (non-profit codes 0032, 0034, 0036, 0038, 0039 or 0048);
- have work experience of 2 years in accordance with the theme of the competition;
- have proven experience in implementing at least two projects and reporting on them;
- have appropriate specialists and project staff for its implementation (project manager, financial specialist / accountant and other specialists according to the needs of the project). If the involvement of specialists / organizations is envisaged only if the project proposal is supported, the descriptive application should contain the key requirements for each of the specialists provided by the project (profile education, work experience, etc.);
- have proven experience in providing assistance to vulnerable populations;
- have experience of coordination with local authorities in TG;
- experience of cooperation with international organizations and participation in competitions of digital projects in the social sphere is an additional advantage.
- Personnel involved in the project must meet the following requirements:
- the project team should consist of at least: a project coordinator (responsible for the overall coordination of project implementation and submission of relevant reports to the UN Peacebuilding and Reconstruction Program), an accountant (responsible for accounting and financial reporting), and persons directly involved in project implementation;
- higher education for at least half of the project team members (this requirement applies to those responsible for the direct implementation of the project);
- experience in the public sector for at least 3 years (for the project manager);
- knowledge of languages – fluency in the Ukrainian language;
- the accountant must have a higher (accounting) education, work experience in the field of accounting for at least two years;
- readiness to implement all rules and regulations of cooperation proposed by the international donor.
