The United Nations Development Programme has announced grant to create conditions for the return of IDPs to four communities in Mykolaiv and Kherson regions.
This call for applications is being held within the framework of the project “Mine Action and IDP Return to Southern Ukraine”, which is implemented through the Community Restoration Fund of Ukraine.
The Project “Counter-mine activities and return of IDPs to regions in southern Ukraine” is a joint initiative of the United Nations Development Programme (UNDP) in Ukraine and the United Nations Refugee Agency (UNHCR) in Ukraine, aimed at implementing durable solutions for internally displaced persons (IDPs). The project aims to strengthen the government’s capacity to respond to crises and ensure inclusive recovery, gradually reducing Ukraine’s dependence on humanitarian assistance.
Objectives
- Project proposals that meet the objectives of the competition will be accepted for consideration, including:
- Promoting the safe and dignified return of IDPs. Supporting initiatives that ensure conditions for the return of internally displaced persons to Mykolaiv and Kherson regions by creating a safe environment and access to basic social services, increasing the technical capacity of institutions providing social services.
- Strengthening the capacity of communities to respond to challenges and sustainable development.
- Supporting local initiatives aimed at strengthening the role of communities in the provision of social services, with particular attention to inclusiveness; creating community centers/hubs/spaces that will serve as centers for the development of civil society and the provision of basic services in communities. The competition does not provide for the implementation of renovation works. It is assumed that the equipping of centers/hubs/spaces will be carried out through the purchase of furniture, equipment and other tangible assets.
- Protection of the rights of IDPs and vulnerable groups. Support for measures that ensure the protection of the rights and social integration of IDPs, veterans, people with disabilities, women, children and the elderly.
- Facilitating the transition from humanitarian assistance to rehabilitation and development. Supporting projects that provide long-term solutions aimed at restoring the well-being of communities and reducing dependence on humanitarian support.
Funding Information
- Budget: The maximum budget for a project proposal should not exceed USD 40,000.00. The Selection Committee reserves the right to recommend a decrease or increase in the budget in accordance with the proposed project activities.
- Duration: This call for proposals provides support for a project with a duration of up to 5 months. The planned start of the project is June 2025.
Eligible Costs
- Eligible costs must:
- be necessary for the implementation of project activities;
- be used exclusively for costs of activities within this project;
- comply with the principles of sound financial management, in particular cost-effectiveness and economic feasibility;
- be properly documented, identified and verified, and supported by original supporting documents.
Eligible Expenses
- Mandatory expenses:
- payment for the services of a project manager and a financial specialist/accountant (or provision for these services as an own contribution or financing from other sources);
- printing stickers with information about the project and logo in case of purchasin equipment, furniture or other durable goods;
- printing an information plate with information about the project and logo in the case of setting up centers/hubs/spaces.
Ineligible Expenses
- costs of preparing a project proposal;
- debt settlement;
- international travel;
- reimbursement of costs associated with exchange rate fluctuations;
- creation and registration of an organization;
- direct fiscal support for state bodies;
- political or military activity;
- religious propaganda;
- activities that lead to direct or indirect discrimination against any social groups;
- projects aimed at generating profit from activities;
- purchase of vehicles and/or luxury items and related services.
Eligibility Criteria
- Public or charitable organizations submitting project proposals for this competition must meet the following mandatory requirements:
- be officially registered with the status of a legal entity and carry out activities in the territory of Mykolaiv or Kherson regions;
- have the status of a non-profit or charitable organization (non-profit codes 0032, 0034, 0036, 0038, 0039 or 0048) and operate in the territory controlled by the government of Ukraine;
- have at least one year of work experience in accordance with the topic of the competition (in the field of working with civil society, community development, etc.);
- have proven experience in implementing at least one project and reporting on it;
- have appropriate specialists and project staff for its implementation (project manager, financial specialist/accountant and other specialists according to the needs of the project). In case the involvement of specialists is envisaged only if the project proposal is supported, the descriptive application should contain key requirements that will be imposed on each of the specialists envisaged by the project (profile education, work experience, etc.);
- Experience in working with international organizations is an added advantage.
- Personnel involved in the project implementation must meet the following requirements:
- The project team should consist of at least: a project coordinator (responsible for the overall coordination of project implementation and submission of relevant reports to the UNDP in Ukraine), a communications manager and an accountant (responsible for maintaining accounting and financial reporting);
- at least three years of work experience in the public sector (for the project manager);
- knowledge of languages implies fluency in the Ukrainian language;
- An accountant must have a higher education (related to accounting, finance or economics), and at least two years of work experience in the field of accounting;
- willingness to implement all rules and regulations of cooperation proposed by the international donor;
- willingness to cooperate with state authorities, local governments, community leaders, public organizations and other partners for more effective project implementation.
- Competition implementation territories, registration requirements and experience of organizations:
- The project, which will be implemented with the funds of this grant competition, is planned for implementation in the territory of target communities of Mykolaiv and Kherson regions, namely:
- Mykolaiv region: Pervomaiska TG and Shyrokivska TG
- Kherson region: Velykooleksandrivska TG and Vysokopilska TG
- The parameters that will determine whether an NGO can receive UNDP funding will be based on the CACHE Capacity Assessment Checklist.
- Proposals from organizations that do not meet the above requirements will not be considered. Applications submitted by individuals, commercial organizations, government agencies and organizations, local governments, trade unions, political parties, religious organizations will not be considered.
