The United Nations Development Programme is seeking grant applications to improve access to mental and physical health services for veterans and civilians with disabilities affected by explosive devices in Southern Ukraine.
Project proposals should be aimed at strengthening the capacity of local communities in Mykolaiv and Kherson regions to provide accessible and high-quality medical services, as well as develop psychological support systems for the population.
This grant competition is organized as part of the activities aimed at improving access to mental and physical health services for explosive ordnance survivors (EOR), veterans and civilians with disabilities under the UNDP project “Mine Action and IDP Return in Southern Ukraine”.
Priorities
- The proposed measures should focus on the following priority areas:
- Building capacity to provide health and rehabilitation services at the community level to effectively meet the needs of the population: conducting needs assessments to identify gaps in existing services; ensuring increased capacity of health and rehabilitation facilities, including their mobile services, by providing the relevant facilities with the necessary equipment and improving the skills of staff, including multidisciplinary rehabilitation teams, through training; equipping assistive technology rooms; equipping shelters in medical and rehabilitation facilities.
- Expanding access of victims to psychological support: increasing the capacity of psychological support service providers in targeted regions by purchasing necessary equipment and conducting trainings; providing psychological support services to victims, their families or other individuals living in communities affected by the NPA

- Medical care in healthcare facilities (PHCs);

- Prosthetics: provision and maintenance of prosthetic products;
- Rehabilitation aids: provision, maintenance and repair;
- Psychological assistance to victims and their family members;
- Social services. Case management of victims;
- Social protection services: registration of statuses, benefits, cash payments;
- Preschool and school inclusive education;
- Employment promotion services;
- Creating conditions for accessibility and barrier-free living in the community;
- Support for self-help groups and civil society organizations (CSOs) to lobby for the interests of affected individuals and communities;
- Organization of leisure activities.
Funding Information
- The budget of the project proposal should not exceed $100,000.
- In exceptional cases and subject to approval by the Grant Selection Committee, the project budget may reach $150,000 (a strong justification is required from the applicant).
Eligible Activities
- UNDP’s activities to support people and communities affected by the NPA, within the framework of this competition, have the following priorities:
- Ensuring mapping of services in the community and establishing an effective referral system for victims of explosive devices to receive services;
- Building community capacity to provide medical care, rehabilitation, and prosthetics to effectively meet the needs of victims of GNP;
- Improving victims’ access to psychological support;
- Strengthening the capacities of local social service providers and ensuring case management of victims;
- Increasing the capacity of local educational institutions to provide safe and inclusive education;
- Creating employment opportunities for survivors, including people with disabilities, in communities;
- Creating an inclusive and barrier-free environment in communities affected by the GNP;
- Support for self-help groups and public organizations that address the issues of victims of domestic violence, including people with disabilities;
- Raising public awareness about assistance to victims and advocating for the creation of a system of services for victims of GNP.
Eligible Costs
- Eligible costs must:
- Be necessary for the implementation of project activities;
- Be those that the applicant will be able to implement during the project implementation period;
- Comply with the principles of sound financial management, in particular, the criteria of price, quality and cost-effectiveness;
- Be properly recorded, ensuring identification and verification capabilities, and confirmed by original supporting documents provided for by the legislation of Ukraine.
- The UNDP grant can only be used to cover the following costs:
- Employee salaries and expert fees;
- Information and communication services;
- Procurement of consulting services and contracting, provided that they are of significant importance for achieving the project’s objectives and tasks;
- Procurement: equipment for emergency medical care facilities, healthcare facilities, rehabilitation; equipment for providing telemedicine services, psychological support, social services; equipment for prosthetic workshops, institutions of inclusive education, accessible sports, leisure, and culture;
- Purchase of vehicles for emergency medical care, mobile rehabilitation teams and social service provision;
- Purchase of equipment and carrying out minor repairs to ensure accessibility and barrier-free conditions of public places, administrative buildings and public services;
- Purchase of equipment/facilities to be used for rehabilitation and prosthetics purposes;
- Rental, catering and other services provided by project activities;
- Printing and copying;
- Audio and video production;
- Placement and distribution of information materials;
- Utilities;
- Consumables and office supplies;
- Travel expenses (provided that the travel complies with UNDP Ukraine internal regulations).
Ineligible Costs
- The following costs are ineligible:
- Costs for preparing a project proposal;
- Scientific research;
- Payment of debt;
- Losses related to currency exchange transactions.
