The United Nations Development Programme in Kazakhstan is announcing a call for grants applications among non‑governmental/non-commercial organizations within the Spotlight Initiative regional programme for Central Asia “Alliances for Change – Elimination of All Forms of Violence and Harmful Practices Against Women and Girls in Central Asia”.
The 2023 Grants Competition aims to identify and support organisations working with the criminal justice system to strengthen the system’s response to violence against women and girls (VAW/G) for:
- Improved prevention of VAW/G through changes in law enforcement practices and attitudes;
- Increased effectiveness of laws, policies and accountability systems to prevent and end VAW/G.
- Improved access of women and girls to essential, specialized, safe and appropriate multi-sectoral services.
Thematic Areas
- Only applications that fall under one or more of these purpose areas will be reviewed:
- Gender sensitization and training of law enforcement officers, judges, other court personnel, prosecutors and lawyers to better respond to gender-based violence, including the crimes of domestic violence, sexual assault, stalking, harassment, and online violence.
- Developing and implementing more effective police, court, and prosecution policies, protocols, orders, and services specifically devoted to preventing, identifying, and responding to crimes against women, including the crimes of domestic violence, sexual assault, stalking, harassment, and online violence.
- Developing, enlarging, or strengthening programs to assist law enforcement, prosecutors, courts, and others to address the needs and circumstances of individuals with disabilities who are victims of domestic violence, sexual assault, stalking, harassment, and online violence, including recognizing, investigating, and prosecuting instances of such violence or assault and targeting victim services to such disabled individuals.
- Developing, enlarging, or strengthening legal assistance and victim services programs for survivors of domestic violence, sexual assault, stalking, harassment, and online violence; developing or improving the delivery of victim services and legal assistance to vulnerable groups.
- Developing and promoting national and/or local legislation and policies that enhance best practices for responding to domestic violence, sexual assault, stalking, harassment, and online violence.
- Developing, implementing, or enhancing coordinated community responses to sexual and domestic violence, such as (SDV) response teams, or other similar mechanisms.
- Developing and delivering programmes for law enforcement officers, judges, other court personnel, and prosecutors on gender equality and non-discrimination in the workplace.
Funding Information
- The maximum amount of one grant is the equivalent of $15000. The grant is issued in two tranches in local currency.
- The project implementation period is 3 months and is not subject to extension.
Deliverables
- It is expected that, as a result of the grant competition, the successful applicants will be able to deliver:
- Activities to help build a network of experts on eliminating violence against women within the country and across the Central Asia region.
- Activities to strengthen cooperation with police, judges, other court personnel and prosecutors in preventing and responding to all forms of gender-based violence during 16 Days of Activism against Gender-based Violence campaign in 2023.
- Capacity-building and knowledge-sharing activities to strengthen systemic responses to violence against women and girls (VAWG) involving stakeholders from police, judges, other court personnel and prosecutors/peer organisations/ practitioners from the Central Asia region.
- Improved data on sexual and gender-based violence in the country and in the region.
Eligibility Criteria
- Non-profit organisations registered in accordance with national legislation, including non-governmental and charitable organisations, research and training centres, professional associations, foundations, etc. in Central Asia: Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan and Turkmenistan, are allowed to participate in the Grants Competition.
- Applicant organisations should operate in the field of providing services to victims of domestic and sexual violence, protecting the rights and interests of victims of violence, interacting with government agencies on the development of policies for gender equality, countering violence, eliminating harmful practices against women and girls, improving statistics on violence against women.
- Organizations that have received a grant from the Spotlight Initiative regional programme for Central Asian are eligible only if their grant has been programmatically and operationally closed by 31 December 2022.
- When submitting the grant application, an organisation should have at least 3 years of experience and have financial and human resources to implement projects in the thematic areas of the Grants Competition.
- Administrative expenses should not exceed 10% of the grant amount.
- UNDP in Kazakhstan reserves the right to monitor the expenditure of target funds and grant implementation progress.
- The application should be submitted in the established standard form of a grant application (the form is attached).
- The project must be implemented from September to December 2023.
