The United States Agency for International Development in Haiti (USAID/Haiti) is seeking applications for a Cooperative Agreement from qualified organizations to implement the USAID’s Continuity of Learning Program.
The activity aims to improve students’ foundational skills (reading, literacy, and social-emotional learning) by building and strengthening the capacity of teachers, schools, and communities with appropriate and needed support in order for learners aged six through twelve (first through fourth grade) can benefit from a resilient education system that delivers uninterrupted access to a safe, quality education.
The activity will work in partnership with different actors and stakeholders in the education sector, including the Ministry of Education, and other donors to create synergy, and strengthen coordination in all relevant actions and inventions in the sector, and other relevant actors as it pertains to WASH, safety, health, food assistance, and household level assistance. The activity will also learn about the reality and current needs of out-of-school youth in the identified school communities in the application at least.
Objectives
- Teachers, directors and school administrators have the materials, skills and coaching and mentoring needed to improve instructional practice.
- Learning materials are evidence-based and gender-responsive and meet students’ needs including catch-up, and remedial education.
- School staff and leaders have appropriate formative and summative data collection procedures, as well as processes for administrative data tracking
- School administration develops and pilots operating procedures for determining when instruction will be in-person, virtual, or hybrid.
Funding Information
- Subject to funding availability, and at the discretion of the Agency, USAID intends to provide $21,600,000.00 in total USAID funding contribution. USAID has established a minimum required cost share of $1,500,000 ($850,000 for phase one and $650,000 for phase two) for the recipient of the award through local organizations in Haiti. The total estimated award amount for the entire project is $23,100,000.00.
- Approximately $19,850,000.00 of funding resources will be available for core activities (not including any Crisis Modifier activities) and a total of $1,750,000.00 for a Crisis Modifier. The Crisis Modifier line item of $1,750,000.00 is included to the total estimated amount of USAID contribution of $21,600,000.00 to ensure the activity can take in additional funds to respond to an emergency.
- The estimated start date will be upon the signature of the award, on or about. The period of performance anticipated herein is five (5) years including phase 1 and phase 2 subject of funding availability and completion of the renewal requirements.
Eligibility Criteria
- Any type of U.S. and non-US organizations may participate under this NOFO. USAID welcomes applications from organizations that have not previously received financial assistance from USAID.
- The Recipient must be a responsible entity.
- The Agreement Officer (AO) will perform a pre-award risk assessment. Depending on its result, the AO will determine to execute the award, not execute the award, or award with “specific conditions”.
- The AO may determine that a pre-award survey is required to conduct an examination that will inform the risk assessment in determining whether the prospective recipient has the necessary organization, experience, accounting and operational controls, and technical skills – or ability to obtain them – in order to achieve the objectives of the program and comply with the terms and conditions of the award.
