BJA seeks a training and technical assistance (TTA) provider with expertise in working with communities to improve access to integrated treatment for justice involved populations with co-occurring mental health and substance use disorders (MHSUDs).
The provider will work with BJA to lead a national TTA program and administer subawards to local demonstration sites. The program will promote cross-system collaboration among justice stakeholders, behavioral health service providers, and community support organizations to improve access to integrated treatment for individuals with co-occurring MHSUDs.
Goals
- The goal of the Integrated Treatment for Individuals with Co-occurring Disorders in the Criminal Justice System Program is to assist and provide comprehensive TTA to local demonstration sites and the field to facilitate cross-system collaboration among justice stakeholders, behavioral health service providers and community support organizations to improve access to coordinated and integrated treatment for individuals in the criminal justice system with co-occurring mental health and substance use disorders (MHSUDs). TTA will specifically focus on demonstration sites effectively connecting individuals with co-occurring MHSUDs who present at the post arrest, pre-disposition phase of the criminal justice system to treatment.
Objectives
- Enhance collaboration: Foster cross-system collaboration among justice stakeholders, behavioral health service providers, and community support organizations to better address the needs of individuals with co-occurring MHSUDs within the criminal justice system.
- Build Capacity in the Field Through Technical Assistance (TA): Deliver comprehensive TA to local demonstration sites, focusing on building capacity and expertise in addressing behavioral health needs during the post-arrest pre-trial phase. Develop resources and materials to support replication for the field at large.
- Support Demonstration Sites: Assist local demonstration sites in developing effective strategies for identifying, assessing, and treating individuals with co-occurring behavioral health disorders within the criminal justice system, promoting evidence-based practices.
- Promote Integration: Encourage the integration of MHSUD treatment services at the post-arrest pre-disposition phase, ensuring a holistic approach to addressing the complex needs of the target population.
- Enhance Training: Develop and implement training programs that equip justice stakeholders, behavioral health service providers, and community support organizations with the necessary skills and knowledge to effectively collaborate and address the behavioral health needs of individuals in the criminal justice system.
- Monitor and Evaluate: Establish a system for continuous monitoring and evaluation of program outcomes, refining strategies based on feedback and emerging best practices to continually improve the program’s impact.
Priority Areas
In order to further OJP’s mission, OJP will provide priority consideration when making award decisions to the following:
- 1A. Applications that propose project(s) that are designed to meaningfully advance equity and remove barriers to accessing services and opportunities for communities that have been historically underserved, marginalized, adversely affected by inequality, and disproportionately impacted by crime, violence, and victimization.
- To receive this consideration, the applicant must describe how the proposed project(s) will address identified inequities and contribute to greater access to services and opportunities for communities that have been historically underserved, marginalized, adversely affected by inequality, and disproportionately impacted by crime, violence, and victimization. Project activities under this consideration may include, but are not limited to the following: improving victim services, justice responses, prevention initiatives, reentry services and other parts of an organization’s or community’s efforts to advance public safety. Applicants should propose activities that address the cultural (and linguistic, if appropriate) needs of communities, outline how the proposed activities will be informed by these communities, and implement culturally responsive and inclusive outreach and engagement.
- 1B. Applicants that demonstrate that their capabilities and competencies for implementing their proposed project(s) are enhanced because they (or at least one proposed subrecipient that will receive at least 40 percent of the requested award funding, as demonstrated in the Budget web-based form) are a population specific organization that serves communities that have been historically underserved, marginalized, adversely affected by inequality, and disproportionately impacted by crime, violence, and victimization.
- For purposes of this solicitation, population specific organizations are nonprofit, nongovernmental, or Tribal organizations that primarily serve members of a specific underserved population, and have demonstrated experience and expertise providing targeted services to members of that specific underserved population.
- To receive this additional priority consideration, applicants must describe how being a population specific organization (or funding the population specific subrecipient organization(s)) will enhance their ability to implement the proposed project(s), and should also specify which historically underserved populations are intended or expected to be served or have their needs addressed under the proposed project(s).
