UNDP is requesting for proposals to Conduct Public Awareness-Raising Outreaches and Information Dissemination on alternatives to conflict resolution related to intercommunal conflicts and cattle rustling, and crime prevention.
UNDP’s Access to Justice, Security and Human Rights program contributes to strengthening the rule of law and human rights and creating the conditions for people to experience peace and security, enjoy their human rights and actively fulfil their societal roles. Working at national level and in states, with priority being placed on the people and states that are most affected by the conflict, the program supports national partners to address the drivers of conflict and build resilient communities through strengthening capable institutions that can resolve disputes quickly and fairly; empowering groups of vulnerable people to claim their rights peacefully; increasing safety and security at community level; establishing transitional justice mechanisms to effectively address past abuses and building a national human rights system to curtail further human rights violations.
Objectives
Applicants are requested to submit their proposals as potential grant implementers and must include all the five locations: Bor, Pibor, Akobo, Duk, and Twic East. The main objective of the grant is to conduct public awareness-raising outreaches and information dissemination on alternatives to conflict resolution related to intercommunal conflicts and cattle rustling, crime prevention, and dispute resolution mechanisms that will be established in Pibor, Akobo, and Duk Counties to address intercommunal disputes, cattle raiding and abductions.
Expected Results
The CSO/NNGO/CBO are encouraged to develop their own expected results based on their analysis of the needs and particularities of the context. However, expected results will include the following:
- Public awareness-raising outreach activities targeting 500 beneficiaries monthly are conducted in the five target locations on alternatives to conflict resolution related to intercommunal conflicts and cattle rustling, crime prevention, and on dispute resolution mechanisms that will be established in Pibor, Akobo, and Duk Counties.
- Information on alternatives to conflict resolution related to intercommunal conflicts and cattle rustling, crime prevention including prevention of SGBV, and dispute resolution mechanisms that will be established in Pibor, Akobo, and Duk Counties is widely disseminated in the five target locations to 50,000 beneficiaries monthly (10,000 beneficiaries in each location) through live radio talk shows, radio drama and jingles in the five.
- Communities of the five target locations are engaged through public outreach activities including public meetings, roadshows, live radio shows, radio drama, and jingles to increase awareness on alternatives to conflict resolution related to intercommunal conflicts and cattle rustling, crime prevention, and dispute resolution mechanisms that will be established in Pibor, Akobo, and Duk Counties.
- Activities implemented are properly documented and accurately reported.
Selection Process
- Grant Appraisal Committee formed by UNDP selects project proposals based on evaluation criteria and recommends them for funding;
- UNDP Access to Justice, Security and Human Rights Strengthening Programme forms a short list of CSO/NNGO/CBO whose project proposals have been recommended for funding by the Grant Appraisal Committee;
- UNDP Access to Justice, Security and Human Rights Strengthening Programme assesses the organizational capacity of the short-listed CSO/NNGO/CBO, i.e. their capacity to achieve project results, and ensure the appropriate use of funds in compliance with the UNDP procedures. The CSO/NNGO/CBO organizational capacity assessment methods are based on the standard UNDP CSO/NNGO/CBO capacity assessment instrument, and may include; visits to potential grantees, telephone interviews, reference checks on potential grantees, analysis of information on potential grantees available from other sources;
- Based on the results of the short-listed CSO/NNGO/CBO capacity assessment, UNDP Access to Justice, Security and Human Rights Strengthening Programme submits the list of CSO/NNGO/CBO recommended for funding to the UNDP Programme Manager of the Access to Justice, Security and Human Rights Strengthening Programme for clearance;
- UNDP Access to Justice, Security and Human Rights Strengthening Programme Manager clears the list of CSO/NNGO/CBO projects recommended for funding, and submits it to UNDP South Sudan Deputy Resident Representative (Programmes) for approval;
- UNDP South Sudan Deputy Resident Representative (Programmes) approves the final list of CSO/NNGO/CBO projects recommended for funding;
- UNDP concludes grant agreements with the CSO/NNGO/CBO approved by UNDP South Sudan Deputy Resident Representative (Programmes).
