The present call for proposals is launched in the framework of the Council of Europe Project “Strengthening Democratic Citizenship Education in Albania”, implemented by the Council of Europe and funded by the Swedish International Development Cooperation Agency (Sida).
The purpose of the Call is to support a total of 7 Civil society organisations (hereafter “CSO”) to cover project activities in four regional pre-university education directories: respectively 3 CSOs in the Durrës/Tirana region, 2 CSO in the Korça region, 1 CSO in the Lezha region and 1 CSO in the Fieri region. The call aims to fund local school-based projects, in 25 primary and secondary pilot schools in Albania, to develop and implement student-led projects by promoting a democratic education environment through implementation of selected competences from the Reference Framework for Competences for Democratic Culture.
The objective of the project will be achieved through a series of complementary measures, including policy support, democratic school governance and teacher support. Policy support has already started with a comprehensive review of democratic citizenship education. Through e-learning, regional peer exchange and training, teachers will enhance their professional competences, attitudes and practices so that they are better able to develop democratic competences in learners. The project will also support 75 primary and secondary pilot schools to develop and implement democratic school policies and practices through student-led projects.
General objective
- The grants will fund projects designed to support 25 pilot schools in developing and implementing student-led projects in their schools and communities. Each project will support one lot of maximum 4 schools.
- The schools are divided in 7 groups covering four clusters, representing the four Regional Pre-University Education Directorates: Durrës/Tirana, Korça, Fieri, and Lezha.
Funding Information
- The indicative available budget under this call for proposals is 105,000 € (one hundred five thousand Euros). The Council of Europe intends to award 7 (seven) grants of a maximum amount of 15,000€ (Fifteen thousand Euro) each.
- Project proposals shall be accompanied by a draft budget amounting to a maximum of 15,000 € (Fifteen thousand Euros).
Target stakeholders
Projects should target in particular the following key stakeholders in the regions of Durrës/Tirana, Korça, Lezha and Fieri :
- Students, school administrative staff, teachers, parents, as well as community members from 25 pilot schools;
- Students from vulnerable groups;
- Public institutions and civil society organisations.
Eligibility criteria
In order to be eligible for a grant, an applicant must:
- be legally constituted as a civil society organization in Albania;
- be entitled to carry out in Albania all the activities described in its project proposal;
- have been active for at least 5 years in the field of education;
- have sufficient financial capacity (stable and sufficient sources of funding) to maintain its activity throughout the period for which the grant is awarded and to participate by way of its own resources (including human resources or in-kind contributions);
- have sufficient operational and professional capacity, including staff, to carry out activities described in its project proposal;
- have a bank account.
