The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State (INL) announces an open competition for organizations to submit applications to carry out a project to: design, manage, and administer training and certification for federal and state criminal analysts in tactical and strategic analysis to improve high-impact crime investigations linked to Transnational Crime Organizations (TCOs).
Project Goal(s)
Improve high-impact crime investigations linked to Transnational Criminal Organizations (TCOs) by improving the analysis products produced by federal and state analysts. This goal aligns with Mexican and United States’ priorities, including reducing homicide rates, human and firearm’s trafficking, and trafficking in controlled substances.
Project Objectives
- Objective 1: Improve federal and state analyst’s ability to provide preventative and investigative analytical products which will aid in resolving high-impact crimes at the state and federal level, such as homicide, narcotics trafficking, or other crimes related to transnational criminal organizations.
- Objective 2: Implement policies and mechanisms which ensures optimal participation of the criminal analysts at relevant government institutions.

- Award amounts: awards may range from a minimum of $2,000,000 to a maximum of $3,000,000
- Total available funding: $3,000,000
Participants and Audiences
State and federal analysts will be the recipients of the strategic and tactical analysis course. Relevant federal and state actors will receive technical assistance when implementing policies and best practices.
Target Countries/Regions
Mexico: relevant federal and state actors to be determined by INL. Extension to other Mexican states must be approved by INL.

The following organizations are eligible to apply:
- Foreign-based (Mexican) non-profits/non-governmental organizations (NGOs).
