The United Nations Development Programme (UNDP) has announced the applications to develop partnership between local and displaced NGOs to overcome challenges caused by War in Ukraine.
The UN Reconstruction and Peacebuilding Program (UN RPP) is implemented by four UN agencies: the United Nations Development Program (UNDP), the United Nations Framework for Gender Equality and the Empowerment of Women (UN Women), the United Nations Population Fund (UNFPA) and the Food and the United Nations Agricultural Organization (FAO).
The program is supported by twelve international partners: the European Union (EU), the European Investment Bank (EIB), the US Embassy in Ukraine, as well as the governments of Canada, Denmark, Germany, Japan, the Netherlands, Norway, Poland, Sweden and Switzerland.
The UN program for reconstruction and peace-building is aimed at meeting the main priority needs in the areas of stabilization, peace-building, economy and governance in eastern Ukraine. Due to the unfolding of a full-scale war in Ukraine, UNDP within the United Nations Reconstruction and Peacebuilding Program is seeking partners to implement rapid response measures in response to the urgent needs of war-affected residents both in their places of residence and in host communities.
The Program’s activities are grouped by the following key components, which reflect priority needs:
- Component I: Economic recovery and infrastructure development;
- Component II: Local governance and decentralization reform;
- Component III: Public Safety and Social Cohesion.
Duration: It is expected that the duration of the proposed project should not exceed six months.
Requirements
- The application is submitted by one partner designated as the consortium leader and accompanied by letters of support from other CSO partners of the consortium. The grant application should provide a clear illustration of the role of all consortium partners in the joint activity.
- Consortium leader – the applicant must have proven experience in building partnerships and developing the institutional capacity of non-governmental organizations, with an emphasis on strengthening the capacity of citizens/volunteer groups and/or other social initiatives, as well as experience in cooperation with international organizations, including the implementation of projects under grant funds.
- Public or charitable organizations that will submit project proposals under this competition (the leading partner on behalf of the consortium) must meet the following requirements:
- be officially registered with the status of a legal entity in the territory of one of the following regions: Donetsk, Dnipropetrovsk, Zakarpattia, Zaporizhzhya, Luhansk, Lviv, Kharkiv, Kherson;
- have the status of a non-profit or charitable organization (non-profit codes 0032, 0034, 0036, 0038, 0039 or 0048);
- the ability to implement the project in defined geographical areas under current conditions;
- have appropriate special knowledge and specialists for the implementation of the project (project manager, financial specialist/accountant and other specialists according to the needs of the project);
- have at least two years of proven work experience in the field of partnership building and development of the institutional capacity of non-governmental organizations;
- have proven experience of implementing at least two projects in the field of public safety and/or social cohesion and reporting on them.
- The personnel involved in the implementation of the project must meet the following requirements:
- the project team must at least consist of: the project manager (responsible for the overall coordination of project implementation and submission of relevant reports to the UN Program for Reconstruction and Peacebuilding), an accountant (responsible for keeping accounting and financial reporting), and persons directly involved in project implementation;
- higher education in the fields of: law, sociology, economics, public administration, social sciences or other related fields for the project manager, higher education of other team members. The project manager must have at least three years of experience in the public sector;
- knowledge of languages - fluency in the Ukrainian language;
- an accountant must have a higher education (related to accounting), work experience in the field of accounting for at least two years;
- willingness to implement all the rules and regulations of cooperation proposed by the international donor.
