The European Commission (EC) is offering grants to promote and protect human rights and fundamental freedoms, democracy and the rule of law worldwide.
This call for proposals will serve the implementation of the thematic programme on human rights and democracy and the implementation of the thematic programme for civil society organisations in Nigeria. As a result, two sets of objectives and priorities address each thematic area.
Objectives
- Lot 1 Freedom of religion or belief: Support relevant institutions, religious leaders and faith-based organisations as well as communities to address key issues such aspeacebuilding, human rights, violent extremism, religious polarisation, with a strong focus on the participation of women and youth. Support to the protection of people who have been prosecuted on religious or faith grounds.
- Lot 2 Promotion of Digital Rights: Promote the rights in the digital sphere, to harness opportunities and address challenges provided by new technologies.
- Lot 3 Digital Skills: Support CSOs strengthen digital skills of women, hard-to-reach youths and persons with disabilities in order to create an inclusive digital transformation. Supporting and strengthening CSOs capacity to reduce the digital gender gap and other gaps related to age, disability, location, social and economic status, discrimination and migration/refugee status (IDPs, refugees, etc).
- Lot 4 Education: Enabling civil society contribute to policy dialogues on education. Supporting CSO advocacy to expand school curricula at sub national level to include relevant labour-market skills particularly for women, vulnerable youths and persons with disabilities.
- Lot 5 Climate Change: Enabling CSOs contribute to policies that address climate change including issues related to fragility and conflicts. Support CSOs conduct research (including mapping of laws and institutions) and assessments on climate change
Funding Information
The overall indicative amount made available under this call for proposals is EUR 5,500,000. The contracting authority reserves the right not to award all available funds.

Eligibility Criteria
- Lead applicant(s)
- be a legal person
- be non-profit-making organisation (including community-based organisations, private sector non-profit agencies, institutions and organisations and networks and coalitions) thereof at local, national, regional and international level
- be a specific type of organisation such as: non-governmental organisation, public sector operator, local authority, international (inter-governmental) organisation as defined by Article 156 of the EU Financial Regulation
- be established in Nigeria or a Member State of the European Union. This obligation does not apply to international organisations
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary and
- have a minimum of 2 years documented experience implementing projects in particular priority areas of the call for proposal
- Are not entities or persons found in specific exclusion situations
- must operate at the state or local government level in Nigeria with considerable experience working at the grassroots. Failing this, must have a co-applicant operating at the state or local government level with considerable experience working at the grassroots.
- Co-applicant(s)
- Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
- Co-applicants must be an entity established and operating at the state or local government level.
- Co-applicants should be no less than 2 and no more than 3.
- Co-applicants must sign the mandate form.
- If awarded the grant contract, the co-applicant(s) (if any) will become beneficiary(ies) in the action (together with the coordinator)
- Affiliated entities
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
- Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
- Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:
- Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
- Entities affiliated to an applicant may hence be:
- Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,) as the proposed affiliated entities.
