The United Nations Office for Project Services (UNOPS) has announced a call for proposals to provide Technical and Operational support to UNOPS for the Programme on Circular Economy in Angul District of Odisha; Phase-1.

UNOPS supports partners to build a better future by providing services that increase the efficiency, effectiveness and sustainability of peace building, humanitarian, and development projects. Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement, and infrastructure services to a wide range of governments, donors and United Nations organizations.
Purpose
- To provide technical and operational support to UNOPS for the Programme on Circular Economy in Angul District of Odisha.
Scope
- Conduct situation analysis to identify the scope of integration of circular economy approaches in the priority sectors.
- Undertake circularity gap assessment of the district, prepare circularity gap report, and reaffirm the priority sectors.
- Develop circularity action plan for the district for priority sectors and develop appropriate circularity monitoring frameworks.
- Identification of suggestive pilots in the priority sectors and provide support to the PMU for implementation in the field.
- Deploy Subject Matter Experts related to the priority sectors in the PMU to assist the ongoing activities.
- Develop suggestive plans for a resource centre and circular market hub by establishing a Centre of Excellence (CoE) on circularity.
- Developing a project webpage (including content & design)
- Technical & knowledge support in 1 international conference and 3-4 subnational/district/state level conference (identification of experts, proceedings, presentations, knowledge paper/fact sheets and other similar technical support only)
- Undertake outreach and communications activities, including developing a strategy for training and capacity building on CE for the relevant stakeholders and undertake training workshops for the key stakeholders including workshops for Training of Trainers.
- Support in the design of Terms of Reference for onboarding agencies, experts, and institutions to implement on-ground actions in the priority sectors.
Duration
- Total Duration of the project is 1.5 Years in Phase 1
Activities
- Methodology for conducting the situation analysis, and circularity gap assessment for Angul District.
- Situation analysis of the following sectors (Water, Plastic, Electronics, Textiles, Aluminium, Steel & Infrastructure) and identify gaps and assess opportunities for mainstreaming circularity across priority sectors, re-prioritising sectors as relevant to the district of Angul.
- Stakeholder interviews (3 interviews in each priority sector, totalling to maximum of 21, through a structured questionnaire)
- Stakeholder workshops (2 half-day workshops one each for industries and government bodies and institutions) covering priority sectors.
- Based on the above, develop strategic road map& action plan (short, medium, long term) for integrating CE measures in programme priority areas
- In parallel suggest a list of immediate projects which can be implemented by the district on the ground, in a short term.
Key Deliverables and Payment Terms
- Payments to the Grantee shall be made in accordance with the following schedule upon the submission by the Grantee of appropriate milestone reports along with payment requests, subject to the Grantee’s continued performance of its obligations under this Agreement:
- Milestone 1: 30% on signing of the grant agreement. Work Plan and Budget will be submitted within 7 working days of signature of GSA.
- Milestone 2: 40% on submission after completion of 20% work as mentioned in the SOW and submission of activity report, work plan for 1.5 years and its approval.
- Milestone 3: 20% on submission after completion of 60% work as mentioned in the SOW of activity report, work plan, budget and expenditure forecast report and its approval.
- Milestone 4: 10% on completion of the project with Submission of Final Financial Statement and its approval.
Eligibility Criteria
- Only national NGOs (not-for-profit) registered in India will be accepted
- 5-7 years of experience in environmental management and sustainability.
- 2- 4 years of experience in training and capacity building in the Circular Economy.
- Prior experience on capacity building in CE related topics, development of resources/toolkits and create publications and holding of seminars/workshops.
- Capacity to manage project efficiently
- Experience of working with Government and International Bodies.
- Administrative capacity of at least 10 staff
- Other critical considerations.
- Prior exposure of working in the field of Circular Economy (CE) covering areas such as Waste Minimization, Cleaner Production, Sustainability, Resource Efficiency, Sustainable Packaging, Sustainable Public Procurement and Behavioural Change and communication in CE would be preferred.
- Past performance working with development partners (e.g. UN and international NGOs) will be strongly considered when selecting the most suitable proposal.
- Prior experience of working with Pollution Control Boards at State and Central level desirable.
- Prior experience working in the CE domain in at least 2 of the priority sectors out of Aluminium, Iron and Steel, Infrastructure, Plastic, Water, Electronics, and Textile.
- Experience in working with reputed international agencies in circular economy is essential.
- Should have MoUs with international bodies, Industry Associations and Governments on circular economy.
- Demonstrated experience in working on eco-entrepreneurship programs with a focus on circular economy. Past work should include working with international investors that finance projects in circular economy covering topics such as renewable energy, wastewater recycling, waste to resources etc.
