The Bureau of International Narcotics-Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to: Provide technical assistance to Costa Rica’s Poder Judicial (Judicial Authority) to design and implement institutional safety protocols & mechanisms that will increase its capacity to manage complex, violent transnational organized crime (TOC) cases.
Goal: The goal of this project is to increase capacity of Poder Judicial Courts to manage complex, violent transnational organized crime (TOC) cases.
Objectives
The successful candidate will be expected to provide not only technical assistance, but on-theground accompaniment, through the use of SMEs or highly-qualified personnel, to ensure successful project implementation. The following objectives are expected to be achieved:
- Court Personnel working on organized crime cases will have increased capacity to manage TOC cases involving violent offenders.
- Poder Judicial assesses existing institutional safety protocols & mechanisms to identify necessary improvements to effectively and safely manage complex and/or violent TOC cases.
- Poder Judicial has capacity to implement safety protocols and mechanisms to effectively and safely manage complex and/or violent TOC cases.

- Application Floor: At least $450,000.00 U.S. Dollars

Eligibility Criteria
- The following organizations are eligible to apply:
- U.S.-based non-profit/non-governmental organizations (NGOs);
- U.S.-based educational institutions subject to section 501(c)(3) of the U.S. tax code;
- Applicants must also meet the following requirements to be eligible to apply to this NOFO:
- Applicants should have extensive experience implementing similar anti-corruption projects, preferably in Costa Rica; or in Central and South America.
