The European Commission (EC) is seeking proposals to promote adequate conditions for Civil Society Organizations (CSOs) with the purpose of strengthening their capacities and effectively developing their role as actors of sustainable and inclusive development, with an emphasis on groups in vulnerable conditions.
Objectives
The specific objectives of this call for proposals are:
- Promote sustainable and inclusive economic development initiatives with a rights approach to boost the local productive matrix, promote social, economic and technological innovation and support the empowerment of populations in vulnerable conditions, emphasizing women, youth, indigenous peoples and Afro-Hondurans (PIAH) and people with disabilities.
- Promote processes of dialogue and inclusive multi – stakeholder participation to strengthen processes of social oversight, dialogue and incidence to favor their level of empowerment, leadership and participation in the construction and implementation of local policies and strategies for local economic, social and environmental development.
- Strengthening of civic space and capacities for the OSCS, of citizen participation to promote processes of oversight, social auditing, incidence and technical capacities in the promotion of policies, local strategies and the provision of inclusive services related to ESCER at the local level.
Priorities
The priorities of this call for proposals are:
- Initiatives that contain inclusion and intersectionality, as a work approach, and that address the comprehensive and differentiated problems of the beneficiary target groups of the proposal, which must be reflected in the details of their activities, logical framework and in the budget.
- Proposals that implement the Results-Based Management model in such a way that the document clearly establishes the objectives, expected results, its intervention strategies and methodologies consistent with the budget and the schedule, in such a way that it responds to the needs of the target populations of this call and having the Rights Holder as a reference throughout the Action.
- Proposals with an intervention focused on a prioritized region/regions based on clear and justified criteria, consistent with the achievement of the objectives of this guide, the selection of the region/regions should be made taking into account criteria such as high rates of poverty, exclusion, lack of access to services, scarce cooperation support, duly documented, in order to reduce the risks of dispersion of the intervention and its potential impact.
Funding Information
The grants requested within this call for proposals will be between the following minimum and maximum amounts:
- minimum amount: 1,520,000 EUR
- maximum amount: 1,530,250 EUR
Eligibility Criteria
- Main Applicant(s)
- be a legal person;
- be non-profit;
- be established in a Member State of the European Union or other eligible countries in accordance with the provisions of the IVCDCI-EG (REGULATION (EU) 2021/947 of the European Parliament and of the Council of June 9, 2021, which establishes the Neighbourhood, Development Cooperation and International Cooperation Instrument – Global Europe)
- be directly responsible, with their co-applicants and affiliated entities, for the preparation and management of the action and not simply act as intermediaries;
- Have proven work experience in the areas and population groups that are the subject of this call
- Co-applicants
- The main applicant must have at least two co-applicants . Of the co-applicants, at least one must be national and have proven work experience with at least one of the populations in a situation of vulnerability that is the object of this call.
- The co-applicants will participate in the design and execution of the action, and the costs they incur will be eligible in the same way as those incurred by the main applicant.
- Co-applicants must meet the eligibility criteria applicable to the lead applicant himself.
- Co-applicants must sign the mandate form
- If the grant contract is awarded, the co-applicants (if any) will become beneficiaries of the action (together with the coordinator).
- Affiliated Entities
- The lead applicant and its co- applicants may act with affiliated entities.
- Only the following entities may be considered entities affiliated with the lead applicant or co-applicants :
- Only entities that have a structural link with the applicants (ie the main applicant or a co-applicant ), especially if the link is legal or capital.
- This structural link mainly covers two aspects:
- Control, as defined in Directive 2013/34/EU on the annual financial statements, the consolidated financial statements and other related reports of certain types of companies.
- Thus, the entities affiliated with an applicant can be:
- Entities controlled directly or indirectly by the applicant (subsidiary companies or first-tier subsidiaries). They can also be entities controlled by an entity controlled by the applicant (second level subsidiaries), and the same applies to the following levels of control.
- Entities that directly or indirectly control the applicant (parent companies). Likewise, they may be entities that control an entity that in turn controls the applicant.
- Entities under the same direct or indirect control as the applicant (associated companies).
- Membership, i.e. the applicant is legally defined as, for example, network, federation or association in which the proposed affiliated entities also participate, or the applicant participates in the same entity (for example, network, federation or association) than the proposed affiliated entities.
