The Microfinance Program of the Global Environment Facility (PMF/GEF) implemented by UNDP, is launching the initiative to support implementation of projects of the 7th operational phase.
The Microfinancing Program of the Global Environment Facility (PMF/GEF) implemented by the UNDP in collaboration with the General Directorate of Environment and Sustainable Development, has the mission of supporting community actions initiated by local populations with a view to contribute to the fight against global environmental degradation. It is executed by a National Coordination (CN) and a National Steering Committee (CNP) composed of representatives of the UNDP, the Government, research centers, Civil Society Organizations (CSO) and the private sector. The CNP selects projects on the basis of criteria of consistency with the priorities of the GEF, the UNDP and the Gabonese State in terms of sustainable development. The PMF/FEM is based on a participatory approach which highlights the empowerment of local communities in the execution of projects. These communities collaborate with technical services and local authorities for better articulation of projects with local and national development policies. The priority areas of the PMF-GEF are biodiversity, climate change, land degradation, control of organic pollutants, waste management, international waters and capacity building.
As part of its 7th operational phase (OP7), the PMF-FEM aims to “promote and support innovative, inclusive and scalable initiatives; strengthened by multi-stakeholder partnerships at the local level to help solve global environmental problems.
Goals
- The organizations who wish submit of the applications for there putting in artwork of the initiative supporting the implementation of PMF/GEF projects will be called upon to administer the M&E strategy of the 7th operational phase provided for in the country strategy using participatory mechanisms and produce an overall impact report making it possible to evaluate the results of the program at the national level. It will be structured as follows:
- Carry out at least one documented monitoring mission in the different priority implementation landscapes of the projects of the 7th operational phase (knowing that each project will be visited at least once during its implementation cycle) which will include quantitative information on the level of project execution, limiting factors, possibilities for improving the quality of implementation processes in alignment with the indicators and objectives of the Country Strategy (attached to this call) and support to the beneficiary NGOs / CBOs in information management techniques, technical and financial reporting.
- In THE full respect of the beneficiary communities and organizations And of level of confidentiality that they wish to preserve, conduct an impact study of the OP7 phase projects to assess their impact at the national level in relation to strategic initiatives and results indicators at the project and country strategy level; this study must be sanctioned by a global impact report in a format compatible with those of the PMF/FEM.
- Document good implementation practices and contribute to the popularization of lessons learned within and outside the network of MFP/GEF beneficiaries.
- Facilitate the organization of at least one dialogue between CSOs, government and the private sector to support the voice and representation of the community in the development of national and subnational policies, including providing communities with improved capacities to promote integrated community-driven solutions for low-emission and resilient urban development.
- Support the establishment and development of the network of MFP/GEF beneficiary organizations
- The network should have a clear idea of its own values, vision and objectives, agreed in whatever form it deems appropriate (e.g. internal regulations, declaration, strategic plan). The functions of the network will include, among others: (i) promoting the recognition and strengthening of MFP/GEF beneficiaries at the national level; (ii) support to potential or emerging beneficiary organizations; (iii) promoting the quality of applications to be submitted for future PMF/GEF calls for projects.
Funding Information
- This initiative to support the implementation of PMF/GEF projects will receive maximum funding of USD 50,000 for 24 months.
Eligibility Criteria
- Be an Academic Institution or a national NGO specialized in the management of natural resources, the environment, sustainable development or any other related field;
- Experience in organizing and carrying out consultations with local communities and national stakeholders including NGOs and governments;
- Proven ability to facilitate effective and balanced consultations that include diverse stakeholders and perspectives to ensure voices are heard and exchanges constructive;
- Proven ability to document the initiative to support the implementation of PMF/GEF projects and produce high-quality written reports while respecting deadlines;
- Familiarity with UNDP, MFP/GEF programming and the UN system will be considered an advantage.
