The European Commission (EC) is calling for proposals to Support Independent Monitoring of Budgetary and Tax Policies in Tunisia.
The general objective of this call for proposals is to strengthen the independent monitoring of the budgetary and tax policies of the Tunisia by organizations of civil society (CSO).
Goals
The Goals specific from here call at proposals are:
- increase the capacity of civil society organizations in the field of budgetary and tax policies;
- promote Development of networks and of coalitions of CSOs focused on the development shared capacities, analysis and advocacy on budgetary policies and tax;
- promote a structured and regular monitoring of the budget and policies taxation by CSOs and increase analytical capacity in these areas, as well as the development tools of structured follow-up.
Funding Information
- The amount indicative overall put at arrangement to title from here call at proposals gets up at 2.00.00 EUR.
- Envelope indicative by batch:
- Batch 1 – Creation of one network of CSOs around of the Politics budgetary and tax: EUR 1,000,0000
- Batch 2 – Work analysis and of advocacy around of the fiscal policies and tax: 1,000,000 USD
- Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- For the subsidies under Batch 1 :
- amount minimum: 500,000 USD
- maximum amount: 1,000,000 EUR
- For grants under Lot 2:
- amount minimum: 300,000 USD
- amount maximum: 500,000 USD
- For the subsidies under Batch 1 :
Eligibility Criteria
- Lead Applicant(s)
- be a nobody moral and
- do not have none aim lucrative and
- be a civil society organization (CSO) or a coalition of CSOs with proven experience in the monitoring of budgetary policies and tax. For the purposes of present call for proposals, them ” organizations of the society civil » are of the actors Nope state at not-for-profit organization operating on an independent and accountable basis, which include: non-governmental organizations, organizations representing indigenous peoples, organizations representing minorities, organizations of the diaspora, organizations of migrants in them country partners, the local associations of tradespeople and them citizens’ groups, cooperatives, employers’ associations and trade unions (social partners), organizations representing economic and social interests, organizations fighting against corruption and the fraud and promoting the good governance, organizations of defense of rights civic and organizations of struggle versus the discrimination, organizations local ( including networks) involved in decentralized regional cooperation and integration, consumer organizations, women’s and youth organizations, environmental, educational, cultural, research and scientific organizations, universities, churches and religious associations ns and communities, the media and all non-governmental associations and independent foundations, including independent political foundations, likely to contribute to the achievement of the objectives of this call for projects. For the purposes of this call for proposals, non-Tunisian CSOs must involve CSOs Tunisians.

- be directly charged of the preparation and of the management of the action with the co-applicant(s) and the affiliated entity(ies) and not act as an intermediary
- Co-Applicants
- A partnership with of the co-applicants is encouraged; particularly for them proposals under batch
- Whether the applicant chief of queue is not not established in Tunisia, he must obligatorily have to less a co-applicant established in Tunisia.
- The co-applicants participate at elaboration and the setting work of action, and the costs they bear are eligible in the same way that those supported by applicant head of file.
- Co-applicants must meet the same eligibility criteria that apply to the applicant chief of queue himself.
- The co-applicants must sign the mandate.
- Whether the grant them is assigned, the potential co-applicants become beneficiaries in the frame of the action (with the coordinator).
- Affiliated Entities
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
- Only the following entities may be considered as affiliated entities to the lead applicant and/or to coapplicant(s):
- Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:
- Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
- Entities affiliated to an applicant may hence be:
- Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,…) as the proposed affiliated entities.
