Applications are now open for the Support of Sustainable Development in the Agriculture and Artisanal Fisheries sector in Tunisia (ADAPT) program, implemented by the Italian Agency for Development Cooperation (AICS) in partnership with the World Food Program (WFP).
The ADAPT program is financed by the European Union and is part of the budget support program for rural development of the financing signed between the European Commission and the Republic of Tunisia, whose general objective is to “support economic growth, competitiveness and decent employment, through sustainable agriculture and artisanal fishing”.
Objectives
- The general objective of the Action is “ecological and sustainable production systems improve the economic, social and environmental performance of the operators of the associated value chains”. The specific objective of ADAPT is as follows: “All the actors in the value chain associated with the most ecological, inclusive and sustainable production systems benefit from economic, technical, social and environmental improvements, including those related to gender equality”. This 8-year action (2020-2028) will create the conditions for private investors to adopt innovative solutions to meet the challenges of adapting to climate change and ecological transition. The ADAPT program has a Support Fund of approximately €25M which consists of the following two components:
- Investment component (approximately €18 million) which aims to support private investment in the sector of sustainable agriculture, small-scale fishing and aquaculture.
- Cereals component (€5 million) which aims to reduce the production costs of durum wheat producers who have obtained credit in the broad sense from one of the authorized collectors of the Office des Céréales (OC) during the 2022/2023 campaign.
Aims
- This call for proposals aims to support the production of durum wheat in Tunisia.
- The priority of this call for proposals is to reduce the production costs of durum wheat producers in Tunisia.
Funding Information
- The overall indicative amount made available under this call for proposals is 5 million euros (approximately 16.8 M TND).
- Amount of grants Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- Minimum amount: 100,000.00 EUR (about 336,400.000 TND2).
- Maximum amount: 1,500,000.00 EUR (approximately 5,046,600.000 TND).
- Duration: The initial planned duration of an action cannot exceed 15 months from July 4, 20225.
Geographical Focus: The actions must be implemented in Tunisia. In the evaluation phase, priority will be given to rainfed durum wheat production areas, in particular the governorates of Beja, Bizerte, El Kef, Jendouba, Siliana and Zaghouan.
Eligibility Criteria
- To qualify for a grant, the applicant must:
- Be established in Tunisia
- Be directly responsible for the preparation and management of the action and not act as a only intermediary
- Be a durum wheat collector mandated by the Cereals Office for at least two years and for the 2022/2023 campaign
- Be in good standing with the tax administration and the CNSS
- Sell at least two of the following eligible input categories:
- Certified durum wheat seeds listed in the official seed catalog
- Chemical fertilizers
- Rotational seeds – pulses and oilseeds
- Biostimulants, bio fertilizers, biological phytosanitary products listed in the official phytosanitary catalog of Tunisia
- Practice the sale of eligible inputs through loans in the broad sense
- Potential applicants who find themselves in one of the situations of exclusion.
- The applicant may not submit more than one application under this call for proposals.
