Grants to Support Rights-Based CSOs Working on Social Inclusion and Youth in Turkey

The European Commission (EC) has launched the call for proposals to strengthen participatory democracy as well as to contribute to the advancement of human and fundamental rights in Turkey by supporting rights-based civil society organisations.

CSF-funded actions have been complemented by yearly allocations under EIDHR, now NDICI thematic line for Human Rights and Democracy.

Objectives

• The specific objectives of this call for proposals are:
  • To support CSOs working on social inclusion of marginalised groups of people;
  • To support CSOs working on the active and engaged participation of youth in all aspects of societal, economic and democratic life.

Priorities

• The priorities of this call are:
  • Fostering a more inclusive democracy by supporting CSOs working on human and fundamental rights, and especially on the thematic priorities defined by the lots.
• Overarching principles are:
  • Use of a Rights-based Approach (RBA). A rights-based organisation is understood as an organisation that respects the rights-based approach (RBA). The five RBA working principles: applying all rights; participation and access to decision-making process; non-discrimination and equal access; accountability and access to rule of law; transparency and access to information should be implemented as appropriate in relation to any proposed project, in each step of the project cycle from identification, formulation, implementation, monitoring to evaluation.
  • Gender mainstreaming and use of sex-disaggregated indicators mentioned in EU Gender Action Plan (GAP) III for the period 2021-2025. Gender equality is an integral part of the RBA, encompassing the promotion, protection and fulfilment of all human rights. Gender equality constitutes a fundamental human rights principle and a common value of the European Union (EU Treaties, EU Gender Action Plan 2016-2020). The way that gender equality issues are addressed will be considered and taken into account during the evaluation process. A collection of gender analysis that applicants may want to consult is available on the TACSO website. Applicants will also find there relevant so called ‘Country Level Implementation Plans’ (CLIPs), which explain the strategic engagement of the EU for Gender Equality in each IPA beneficiary.

Funding Information

• The overall indicative amount made available under this call for proposals is EUR 5,500,000. The contracting authority reserves the right not to award all available funds.
• Lot/Area/Amount
  • Social inclusion: 2,750,000
  • Youth: 2,750,000
• Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
  • Minimum amount: EUR 300,000
  • Maximum amount: EUR 700,000
• Any grant requested under this call for proposals must not exceed the below maximum percentage of total eligible costs of the action:
  • Maximum percentage: 95 % of the total eligible costs of the action

Eligibility Criteria

• Lead applicant(s)
  • In order to be eligible for a grant, the lead applicant must:
    • Be a legal person and
    • Be non-profit-making and
    • Be a civil society organisation  and
    • Be established in  a Member State of the European Union or an eligible country according to IPA III Regulation (2021/1529),
    • This obligation does not apply to international organisations
    • Be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
    • Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations;
• Co-applicant(s)
  • Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
  • Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
  • Co-applicants must sign.
  • If awarded the grant contract, the co-applicant(s) (if any) will become beneficiary(ies) in the action (together with the coordinator)
  • In addition, please note that contracts cannot be awarded to or signed with applicants included in the lists of EU restrictive measures.
• Affiliated Entities
  • Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
    • Entities affiliated to an applicant may hence be:
      • Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
      • Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
      • Entities under the same direct or indirect control as the applicant (sister companies).
  • Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
