Grants to Support Senegalese CSOs for the Engagement of Young Actors in Governance & Development

The European Commission (EC) is offering Grants to Support Senegalese Civil Society Organizations (CSO) for the engagement of young actors in governance and development.

Objectives

• The general objective of this call for proposals is: To support the engagement of local civil society organizations (CSOs) as actors of governance and socio-economic development of women and young people.
• The specific objectives of this call for proposals are:
  • Support the structuring, capacity/skills building, and development of civil society organizations committed to the socio-economic development of the territories;
  • Develop and implement a dynamic mechanism for the inclusion and systemic promotion of young economic entrepreneurs within professional, interprofessional and employer organizations.

Lots

• LOT 1. Support to CSOs for the deployment of actions and services with collective added value around the following axes:
• LOT 2. Support for professional and employers’ organizations for the modeling and application of processes for the inclusion of young players in the economic fabric.

Priorities

• This call for proposals, divided into two lots, has the following priorities:
  • LOT 1: Support to CSOs for the deployment of actions and services with collective added value around the following axes:
    • Strengthening, structuring and aggregation (networking) of organizations of young people (women and men) and initiatives with collective impacts
    • Consolidation of CSO networks to mobilize and support the inclusion of women and young people in civil society in the promotion of citizenship, sports and cultural education
    • Development of value-added services/facilities for young workers and entrepreneurs, especially women.
    • Technical and financial support for CSOs, including social and solidarity enterprises, to support the economic integration of young people, especially women, with proven technical skills in sustainable development sectors.
  • LOT 2: Support for professional and employers’ organizations for the modeling and application of processes for the inclusion of young players in the economic fabric.
    • Support for networks/platforms of professional, interprofessional and/or employers’ organisations, associations of Chambers of Commerce and chambers of trade aimed at supporting their efforts to the inclusion of groups, SMEs and start-ups from the private sector, led by young people and women, within these bodies.

• Indicative envelope per lot:
  • Batch 1: €2,500,000
  • Batch 2: €1,000,000
• Grant amount
  • Lot 1:
    • Minimum amount: EUR 750,000
    • Maximum amount: EUR 800,000
  • Lot 2:
    • Minimum amount: EUR 300,000
    • Maximum amount: EUR 500,000

Eligibility Criteria

Lead applicant(s)

• To be eligible for a grant, the lead applicant must:
  • Be a legal person and
  • Be a CSO (civil society organization); association, NGO (non-governmental organization), employers’ association, chamber of commerce or consular  associations, trade union association and
  • Have no profit motive and
  • Be established in an eligible country in accordance with article 28 of Regulation (EU) 2021/947 of the European Parliament and of the Council of June 9, 2021  or be established in Senegal and
  • Be, at the time of publication of this call for proposals, registered for at least 2 years with the relevant services of Senegal and
  • Be directly responsible for the preparation and management of the action with the co-applicants and the affiliated entity(ies) and not act as an intermediary

Co-applicant(s)

• In other words, for each proposal, the main applicant, or one of the co-applicants, must necessarily be a Senegalese entity.
• The co-applicant(s) participate(s) in drawing up and implementing the action, and the costs they incur are eligible in the same way as those borne by the lead applicant.
• The co-applicant(s) must meet the same eligibility criteria as those that apply to the lead applicant.
• The co-applicant(s) must sign the mandate.
• If the grant is awarded to them, any co-applicants become beneficiaries within the framework of the action (with the coordinator).
• In addition, it should be noted that contracts cannot be awarded or signed with applicants on the EU restrictive measures lists.

Affiliated Entities

• The lead applicant and its co-applicant(s) may act with one or more affiliated entities.
  • Entities affiliated with an applicant can therefore be:
    • Entities controlled directly or indirectly by the applicant (subsidiaries or first-tier subsidiaries) or controlled by an entity itself controlled by the applicant (sub-subsidiaries or second-tier subsidiaries). This is valid for the other control levels;
    • Entities directly or indirectly controlling the applicant (parent companies). Similarly, they may be entities controlling a company controlling the applicant;
    • Entities at the same level of direct or indirect control as the applicant (sister companies);
• membership, i.e. the applicant is legally defined as, for example, a network, federation or association of which the proposed affiliated entity is a member, or the applicant is a member of the same entity (for example, a network, a federation or an association) than the proposed affiliated entity.
