The European Commission (EC) is calling for proposals to Support capacity building mechanisms for support structures for young companies in Madagascar.
Goal
- The goal general from here call at proposals is: the promotion and the development of entrepreneurship for the creation jobs decent and durable at Madagascar.
- The specific(s) Goals from here call at proposals is/are: the design, the bet in work and the follow-up of a support and reinforcement system of the capacities of the structures making up the incubation ecosystem in Madagascar and offering support services to young companies (pre-incubation, training of entrepreneurs, incubation, welcome, advice, acceleration, .. .).
Priorities
- the strengthening of abilities and of the quality of the offer of service proposed by them structures that make up the ecosystem incubation in Madagascar
- enlargement from field action geographical and sectoral of the nurseries and others support structures to companies accompanied, the accent being put on the accompaniment privileged young people and of the women entrepreneurs, in particular in them priority sectors to Madagascar (agro-industry, textiles, tourism, digital, .. .),
- The facilitation of access to financing, including including the green financing for them incubators, young people shoots and them small companies accompanied to breast of the ecosystem incubation ; the strengthening of financial culture, bankable projects and the culture of 1′(self)assessment at breast of the ecosystem incubation
- Internationalization of the practice and of the markets at through the facilitating of the connections with others structures regional and international support to companies, at through a better knowledge of the chords of partnerships economic and commercial (in particular the agreement of Economic partnership with the European Union)
- The promotion of a sustainable and reasoned exploitation of resources in the practices of production and operation of the companies supported within the ecosystem
- Strengthening the culture of evaluating the performance of the incubation ecosystem, in connection with them ambitions of the state in matter of promotion of entrepreneurship formal and inclusive in Madagascar
Funding Information
All grant requested in the frame from here call at proposals must be included Between the amounts minimum and maximum following:
- amount minimum: 1,700,000 USD
- amount maximum: 2,000,000 USD
Eligibility Criteria
- Lead Applicant(s)
- To be eligible for a grant, the lead applicant must:
- be a legal entity
- have no profit motive
- belong to one of the following categories of organisations: non-governmental organisation, public sector operator, local authority, international (intergovernmental) organization as defined in Article 156 of the Financial Regulation of the European Union and
- be established in a Member State of the European Union or in one of the following countries:
- ACP countries,’
- beneficiaries of the instrument for pre-accession assistance,
- Member States of the European Economic Area,
- overseas countries and territories,
- developing countries and territories, included in the list of ODA recipients drawn up by the OECD DAC, which are not members of the G20, without prejudice to the status of the Republic of South Africa, governed by protocol 3 of the partnership agreement;
- the countries for which the Commission has adopted a decision approving the request for reciprocal access to external aid in agreement with the ACP countries;
- Currently, there is no such country.
- OECD Member States, in the case of contracts executed exclusively in a least developed country (LDC) or in a heavily indebted poor country (HIPC).
- This obligation does not apply to international organizations;
- be directly responsible for the preparation and management of the action with the co-applicant(s) and the affiliated entity(ies) and not act as an intermediary
- act with at least one co-applicant established in an ACP State on the African continent when established in a Member State of the European Union, and
- have proven experience at the international level in business incubation or support for support structures for Very Small and Medium-Sized Enterprises (TPME).
- To be eligible for a grant, the lead applicant must:
- Co-applicant(s)
- Co-applicants participate in the preparation and implementation of the action, and the costs they incur are eligible in the same way as those borne by the lead applicant.
- Co-applicants must meet the same eligibility criteria as apply to the lead applicant itself.
- Co-applicants must sign the mandate.
- If the grant is awarded to them, any co-applicants become beneficiaries within the framework of the action (with the coordinator).
- Affiliated Entities
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
- Only the following entities may be considered as affiliated entities to the lead applicant and/or to coapplicant(s):
- Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:
- Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
- Entities affiliated to an applicant may hence be:
- Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,…) as the proposed affiliated entities.
