European Commission is calling for proposals for providing a multidimensional response to the structural problems of agricultural growth and food and nutritional security.
The intervention revolves around three components (OS) which are:
- Contribute to improving the governance of the sector to enable inclusive agricultural growth and sustainable use of natural resources.
- This objective targets the capacity building of local actors to carry out their missions and mandates for the implementation of program activities and to ensure their continuity at the end of the intervention. These include the Decentralized Territorial Collectivities, the Deconcentrated Technical Services and professional agricultural organizations.
- Contribute to improving the productivity, profitability and sustainability of agricultural value chains.
- This objective is the development of value chains by working both on improving the production but also the other links as the valuation and marketing. AFAFI-North will finance structuring investments such as the rehabilitation of irrigated areas (MPI and PPI), the establishment of pastoral water infrastructure and small storage, processing and marketing infrastructures.
- Contribute to improving food and nutritional security and the resilience of vulnerable households.
- At the same time and in an integrated manner with SO2, the fight against chronic malnutrition and food insecurity will be strengthened through nutritional education actions relayed by community nutrition centers, the promotion of AGR at the level of groups of vulnerable agricultural assets and improving access to drinking water and hygiene and sanitation facilities.
Objectives
- The general objective of this call for proposals is to improve the governance of water for agricultural, drinking and pastoral use in the intervention areas of the AFAFI-North program.
- The call for proposals aims more specifically to contribute to the proper implementation of component 1 of the AFAFI – North program focused on improving the governance of the sector to allow inclusive agricultural growth and sustainable use of natural resources , and this through the strengthening of Decentralized Territorial Collectivities (CTD), Deconcentrated Technical Services (STD) and the structuring and operationalization of peasant organizations (associations, groups etc.) and professionals as well as grassroots communities.
- The ultimate goal of the action n ‘is not only the establishment of WUAs and capacity building, but he acted to achieve greater accountability of organizations to establish or strengthen so that reach not to take over the management and maintenance of infrastructure and irrigation works, drinking water and water for pastoral use and promote behavior change in sanitation and hygiene . For this, a good institutional analysis of the structure and current management of the water service for agricultural, pastoral and drinking use must be made before setting up an organization that takes into account the social aspects of the use and water management at the local level.
- To achieve this objective, the proposed actions should focus on the ‘ target specific that is to support and to Dr. enforcer the Associations of Water Users ( WUA ) so that they can pre NDRE responsible management and maintenance of hydro-agricultural infrastructure, drinking water supply and pastoral water supply in order to sustain the public water service in the program intervention areas .
Priorities
The priorities of this call for proposals are :
- Priority 1: the reinforced capacities of Users Associations Water (SEA) perimeters irrigated to ensure remitted in status, element, the interview, the preservation
- Priority 2: The capacity of the Associations of Water Users (SEA) and Committees Management Water Point (C G PE) infrastructure / structures drinking water supply to ensure the sustainability of the service public water and hygiene and sanitation promotion
- Priority 3: social engineering in the field of pastoral hydraulic works
Funding Information
- The overall indicative amount made available under this call for proposals is 1.3 89.150 EUR.
- Four ( 4 ) lots are planned , two (02) lots for the SAVA Region , one (1) lot for the Analanjirofo Region , and one (1) lot for the DIANA Region :
- Lot 1: AUE / CGPE SAVA region for an amount of 2 65. 650 €
- Lot 2: AUE / WMC Region Analanjirofo for $ 3 73. 800 €
- Lot 3: AUE / CGPE DIANA Region for an amount of 4 84 .050 €
- Lot 4: Pastoral hydraulics in the SAVA region for an amount of € 2 65.650

- Any grant requested under this call for proposals must be between the following minimum and maximum percentages of the total eligible costs of the action :
- minimum percentage: 80% of the total eligible costs of the action
- maximum percentage : 95 % of the total eligible costs of the action
Eligibility Criteria
Lead applicant
- To be eligible for a grant, the lead applicant must:
- be a legal person ;
- have no profit motive ;
- belong to one of the following categories of organizations : non-governmental organization, international organization as defined in Article 156 of the Financial Regulation of the European Union;
- be established in a Member State of the European Union, in an ACP State, or in a country or territory authorized by the ACP-EC Partnership Agreement under which the program is financed
Co-applicant (s)
- Co-applicants participate in the development and implementation of the action, and the costs they bear are eligible in the same way as those borne by the lead applicant.
- Co-applicants must meet the same eligibility criteria as those which apply to the lead applicant himself.
- Co-applicants must sign the terms of reference in part B.
- If the grant contract is awarded to them, any co-applicants become beneficiaries under the action (with the coordinator)
Affiliated Entity(ies)
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
- Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
- Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:
- Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
- Entities affiliated to an applicant may hence be:
- Membership, i.e. the applicant’ is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,…) as the proposed affiliated entities.
