The International Commission on Missing Persons (ICMP) invites associations or organizations of families of missing persons and other non-governmental Civil Society Organizations (CSO), who are legally registered, to submit an application for its “Small Grants Program for Associations of Families of the Missing and Civil Society Organizations from Iraq 2024”.
Through its Small Grants Program, ICMP provides financial support to associations of families of missing persons and CSOs to implement projects that integrate objectives, approaches, activities and content that contribute to:
- Affirming the role of civil society in promoting state responsibility on the issue of missing persons;
- Fostering impartial, non-discriminatory, non-sectarian, multiethnic and non-political approaches to the issue of the missing;
- Fulfilling the rights of surviving family members of missing persons; and
- Promoting gender equality and championing female leadership among affected communities.
Areas of Support
- The projects and activities supported for the Small Grants Program for Families of the Missing and Civil Society Organizations in Iraq must be relevant to the role and challenges faced by families of the missing and civil society in Iraq and should target at least one of the following objectives and involve the following projects:
- Support in informing families of the missing about their rights and the missing persons process by building cooperation between the government and families; supporting families in their efforts to participate in the process of accounting for their missing loved ones by taking part in the institution building and legislation drafting in relation to the missing persons issue;
- Raising awareness of the society at large in relation to the rights of families of the missing and the impact of the issue on the society;
- Projects may include:
- Promoting dialogue among families of the missing, and between families and the authorities;
- Awareness-raising events and information sharing session for families of the missing, including various types of memorialization and exhibitions;
- Activities related to advancing the role of families in the process of accounting for the missing;
- Organizing events linked to advocacy, policy promotion; awareness-raising initiatives, public campaigns on the issue of the missing; and,
- Designing, implementing or participating in training courses related to the issue of missing family members, for CSOs or directed to local authorities.
- Projects that as a primary objective entail the processing of personal data related to missing persons or their relatives, or projects focused solely on providing psychosocial assistance to families of the missing are not eligible for funding through this call.
Funding Information
- Up to USD 5,000 for single event (Event grant: project duration two months).
Eligibility Criteria
- Associations of Families of Missing Persons
- Associations of families of individuals who are organized and whose relatives have gone missing in an involuntary manner as a result of human rights abuses, armed conflict, manmade or natural disasters or any other causes.
- That are legally registered to operate in their area of planned intervention;
- That have demonstrated experience in the implementation of projects;
- That have demonstrated experience of sound financial management, which is demonstrated by preparing annual financial reports;
- That apply for projects directly addressing the issue of missing persons
- Associations of families of individuals who are organized and whose relatives have gone missing in an involuntary manner as a result of human rights abuses, armed conflict, manmade or natural disasters or any other causes.
- Civil Society Organizations
- CSOs (grassroots, human rights, technical or educational non-governmental organizations) working on the issue missing persons in Iraq. ICMP defines CSOs as community-based or non-governmental entities of a non-state, non for profit, non-violent, and non-partisan character.
- That have demonstrated legal personality through their registration under domestic law. There are no restrictions as to the countries in which the CSOs can be registered;
- That have proposed activities involving or benefiting directly Iraqi families of the missing;
- That have demonstrated experience in the implementation of projects;
- That have demonstrated experience of sound financial management, which is demonstrated by preparing annual financial reports.
- CSOs (grassroots, human rights, technical or educational non-governmental organizations) working on the issue missing persons in Iraq. ICMP defines CSOs as community-based or non-governmental entities of a non-state, non for profit, non-violent, and non-partisan character.
- ICMP will accept applications submitted by single organizations, but highly encourages joint applications submitted by two or more applicants.
- Applications shall be submitted in English/Arabic/Kurdish using ICMP forms.
