The International Center for Not-for-profit Law (ICNL) is pleased to invite the submission of applications from Non-Governmental Organizations (NGOs) in Guatemala, to promote favorable legal environment in the country.
The International Center for Not-for-Profit Law works to build an enabling legal environment for civil society, philanthropy, and public participation around the world. Occasionally, we offer grants to civil society organizations and others working to promote and protect civic freedoms, as well as fellowships and internships at ICNL.
ICNL is the leading source for information on the legal environment for civil society and public participation. Since 1992, ICNL has served as a resource to civil society leaders, government officials, and the donor community in over 100 countries.
The grant will support the efforts of local partners to:
- investigate and analyze specific legal challenges faced by NGOs to formally conform or operate in the context of national law, international and comparative;
- Dialogue within the civil sector and with the government and other sectors on the assessed legal challenges;
- Advance in collective action to promote or defend civic space.
Funding Information
- ICNL will provide a grant of up to US $ 15,000 carry out activities related to the legal challenges that affect NGOs in the country.
Elements
Each proposal must highlight the following elements:
- The legal issues to be addressed, the methodology, the planned activities, and
the expected results; - Key actors (NGOs, academia, professional groups, government, etc.) who will contribute to and benefit from the activities proposals;
- A timeline to complete the proposed activities of a
duration of no more than 10 months; - Jurisdictions (national, provincial and / or local) laws, policies and implementation practices will be explored;
- The applicant’s specific experience related to legal matters incorporated into your proposal; and
- The applicant’s commitment to continue collaborating with the civil sector in the theme reflected in the proposal beyond the conclusion of the activities proposals.
Proposals related to broader issues, for example rights to land or union rights will not be considered. Every proposal must incorporate Among the topics to be treated at least one of the following topics: Initiative 5257 (Decree 4-2020) and the regulations against money laundering and against financing of terrorism (AML-CFT) affecting NGOs in Guatemala.
Proposals must also take into account the context of the Covid-19 pandemic in two aspects:

- The impact of the health crisis on the civil sector in relation to the challenges legal to be treated in the proposed activities;
- The proposed methodology, which should be based on activities performed virtually for at least the first three months and possibly for the duration of the project
Eligibility Criteria
- This call is open to individuals or organizations, including NGOs and academic institutions. Applicants can apply in consortia, but a individual or organization must deliver the proposal and serve as a leader in representation of the consortium.
- Applications will be evaluated based on the following criteria:
- Compliance with eligibility requirements and procedures established (applications are incomplete or submitted after the limit will not be considered);
- Demonstrable experience related to the proposed topic;
- Quality of the proposal, including innovation, methodology, feasibility and the likelihood that it contributes to improving the legal environment for society civil;
- The budget and value in relation to cost; and
- The commitment to continue collaborating beyond the conclusion of the proposed activities
Application Requirements
Applicants must submit the following documents:
- Curriculum vitae, or resume showing relevant experience and education (no more than 3 pages each for up to 3 key people);
- Budget with detailed budget lines (no more than 1 page);
- Proposal (no more than 4 pages).
