The International Labor Organization (ILO) Office for Türkiye launches a small-scale grant scheme for innovative projects promoting the application of fundamental principles and rights at work.
The “Project on Strengthening the Capacity of Social Partners and Non-Governmental Organizations on Fundamental Principles and Rights at Work”, implemented by the International Labor Organization (ILO) and supported by the EU Delegation to Turkey, aims to support respect for fundamental principles and rights in working life in Turkey. It aims to strengthen the advocacy capacities of workers’ and employers’ organizations in Turkey, as well as rights-based nongovernmental organizations, in the field of fundamental principles and rights in working life, on the axis of the future of working life.
Purpose
- The aim of the grant program is to implement innovative practices that will strengthen the advocacy capacity of worker and employer organizations and rights-based non-governmental organizations in Turkey on fundamental principles and rights in working life, in the context of the future of working life to support their development.
Methodology
- The goal of the project:
- The grant program will support innovative project ideas developed by workers’ and employers’ organizations and NGOs. Organizations in the target group will be able to apply for projects by preparing a standard grant application form and project budget to be submitted to the International Labor Organization (ILO). Projects must be prepared to achieve a clearly defined goal by the applicant organisation, in line with the grant program objective of increasing the institutional capacity of the applicant organisation. The grant program aims to strengthen institutional capacity to defend fundamental principles and rights at work in order to effectively address the opportunities and challenges expected to arise in the context of the jobs of the future. aims. Grant ideas that are not related to fundamental principles and rights in working life will not be evaluated by the ILO.
Funding Information
- The grant program aims to support a total of 50 organizations. This number may be increased if additional budget arises during the project process.
- The total budget of the grant program is 1,000,000 USD, and a minimum grant of 5,000 USD and a maximum of 50,000 USD will be given per grantee organization.
- The implementation period for Grant Agreements is determined as a maximum of 24 months. However, the ILO has the right to request a shorter period in order to comply with the timeline of the grant programme.
Fundamental Principles and Rights in Working Life
- The ILO Declaration on Fundamental Principles and Rights at Work, adopted in 1998 and updated in 2022, is an expression of the commitment of states and employers’ and workers’ organizations to support basic human values, in other words, values that are important for social and economic life. The Declaration confirms the obligations and commitments inherent in ILO membership. In this context, the following ILO conventions define basic labor principles and rights:
- Effective recognition of the right to freedom of association and collective bargaining
- Elimination of all forms of forced or compulsory labor
- Actual prevention of child labor
- Ending discrimination in terms of employment and profession
- A safe and healthy working environment
Eligible Activities
- Under the grant programme, projects are expected to include a range of activities focused on research and reporting, training and consultancy, networking and partnership building, advocacy and awareness-raising, as well as other related activities subject to ILO approval. Activities must be carried out in Turkey, except in special cases such as study visits or participation in events abroad, provided that they contribute significantly to the purpose of the project.
- Examples of activities eligible for support in these areas include, but are not limited to:
- Research and reporting:
- Fundamental principles and principles in business life, including policy recommendations conducting rights-related research studies (e.g. specific sector/business difficulties faced by a group of workers or employers in one branch).
- Current or potential issues regarding fundamental principles and rights in working life monitoring and reporting violations.
- Conducting institutional needs analyzes to determine capacity building needs for advocacy work on fundamental principles and rights in business life.
- Training and consultancy:
- Organizing training courses or events to increase the knowledge, skills and awareness of the organization’s employees, managers and members about basic principles and rights in working life.
- Organizing national or international study visits to observe good practices in advocacy for fundamental principles and rights in working life.
- Designing and distributing educational materials such as handbooks, brochures, posters and digital tools on basic principles and rights in working life.
- Consultancy to improve institutional capacity on advocacy receiving services.
- Networking and partnership building:
- Establishing partnerships and networks with other organizations and public institutions to create coalitions and collaborations related to specific agendas.
- Organizing events (workshops, seminars, conferences, symposiums, meetings, etc.) that bring together different stakeholders to discuss common areas of interest and problems and develop strategies.
- Organizing study tours and events to establish or participate in international collaborations.
- Advocacy and awareness raising:
- Addressing agendas regarding fundamental principles and rights in working life Preparation and dissemination of policy documents.
- Designing and implementing public awareness campaigns and communication activities in order to raise awareness about basic principles and rights in working life.
- Meetings and meetings to develop and implement corporate advocacy strategies organizing events.
- Additional Activities (Subject to ILO Approval):
- Other contributions to the defense of fundamental principles and rights at work, proposed by grant applicants activities. These activities must be compatible with the objectives of the grant program and comply with the relevant criteria established by the ILO.

- The criteria that organizations must meet in order to apply for the grant program are:
- Eligible Organizations: The grant program is only available to workers’ and employers’ organizations established in Turkey. and aimed at NG0s.
- Relevance to the Objective: The aim of the presented projects is to increase institutional capacity by addressing the needs and priorities of the applicant organization in terms of ensuring progress regarding fundamental principles and rights in working life.
- Organizations must have the necessary administrative capacity and experience to carry out a grant project. should be
- Organizations must agree to make EU financial support visible in their project activities.
- Organizations must accept the ILO and EU specific terms and conditions to be included in the grant Agreement.
- To be considered eligible to apply, organizations must meet these eligibility criteria. During the selection process, priority may be given to project applications aimed at strengthening the Roma community living in Turkey.
