ILO-MADAR Call for Proposals for better Employment Opportunities for Vulnerable Youth

The International Labour Organization (ILO) in close partnership with the Ministry of Agriculture and Rural Development (MADER) is implementing the IFAD funded project Decent work for Youth in Mozambique (DW4YM) also known as Projecta Jovem.

The objective of the project is to contribute to the creation of decent work for young men and women in Mozambique. Specifically, the project will create more and better employment opportunities for vulnerable youth in the provinces of Cabo Delgado, Niassa and Nampula in Northern Mozambique through the development of technical/vocational skills and entrepreneurship of youth along with a focus on agribusiness development and employment intensive infrastructure investments.

The DW4YM/Projecta Jovem outcomes are the following:

Skills training for youth and emerging SMEs in strategic sectors for rural development is uncoordinated and often not fit for purpose. The TVET system, which includes community colleges, offer a variety of courses based on conventional trades like, agriculture, civil construction, carpentry, cut/sewing etc. These courses often do not lead to successful transition into the labour market thus affecting youth employment outcomes. There is also a general mismatch between the demand and the supply of skills required by the agriculture sector/industry, which affects businesses and the growth of the economy.

The construction sector, encompassing all construction activities but particularly focusing on the construction materials subsector, has been identified as having high potential for job creation by ILO constituents. A Market System Analysis (MSA) conducted by the ILO aimed to pinpoint the main obstacles hindering the sector’s progress. Issues such as quality control, standardization, limited certification application, and insufficient awareness among construction sector stakeholders regarding the use and potential of alternative materials were highlighted as the primary constraints for the local construction materials industry.
