Indonesia: Call for Letters of Inquiry for Large Grants Program

The Critical Ecosystem Partnership Fund (CEPF) and Burung Indonesia, as regional implementation team for the hotspot, are accepting letters of inquiry (LOIs) from non-government organizations, community groups, indigenous people’s organizations, women’s groups, private companies and other civil society organizations (CSOs).

The Critical Ecosystem Partnership Fund (CEPF) is a joint initiative of l’Agence Française de Développement, Conservation International, the European Union, the Global Environment Facility, the Government of Japan and the World Bank. Private U.S.-based philanthropic donors have contributed to the fund with a focus on Indonesian Wallacea. A fundamental goal is to ensure civil society is engaged in biodiversity conservation.

Funding Information

• Develop and strengthen community-based sustainable small-scale fisheries resource management, dealing with one or more of these topics:
  • Optimizing the capacity of community-based resource management in smallscale fisheries schemes, including building capacity of coastal community organizations to meet fishery product standards for the global market, adhere to ecolabel certification standards, and promote sustainable fisheries practices.
  • Encourage the implementation of existing regulations for fish resources utilization at the village or district level (e.g., Hukum Adat, Perarturan Desa, etc.), both inside and outside of formally protected areas.
  • Strengthen the role of existing local institutions including fisher groups, cooperatives and related organizations in fish resources management, as well as assistance in the establishment of similar community-based organizations.
  • Supporting the eradication of illegal, unreported and unregulated (IUU) fishing practices in small-scale fisheries through legalizing artisanal fishing fleets under 10 gross tons and implementing a tracing/tracking system throughout the supply chain.
  • Build partnerships with the private sector (e.g., fish processing units, suppliers, associations, etc.) to implement sustainable fisheries management practices to increase product value.
  • Conduct assessments of fishery characteristics and supply chains in smallscale fisheries schemes.
  • Improving habitat management to increase coastal and marine biodiversity.
• Strengthen community-based conservation actions to reduce threats to endemic, threatened, endangered and protected marine species that are ecologically related to coastal fisheries activity, dealing with one or more of these topics:
  • Increase the capacity of fishermen regarding endemic, protected and endangered marine species through awareness activities and training including onboard Ecologically Related Species (ERS) handling techniques, protected stranded marine mammals, and environmentally friendly fishing techniques.
  • Strengthen the role of existing organizations or community groups in the context of monitoring the exploitation (e.g., illegal trade, poaching) of protected species.
  • Develop guidelines for best practices in the utilization of fish resources to reduce threats to ERS.
  • Initiate community-based habitat rehabilitation for globally threatened species.
  • Develop a community-based participatory globally threatened species monitoring system in areas that have been or are not yet protected.
  • Strengthen the implementation of National Plan of Action (NPOA) of priority species at the site level.
  • Conduct site-based awareness and behavior change campaigns for protected marine species.
  • Conduct baseline surveys of globally threatened species at a corridor level.
• Strengthen community-based marine protected areas management through one or more of the following:
  • Increase capacity for community management of existing marine protected areas.
  • Assist with zoning efforts for existing marine protected areas, and identify areas for new reserves.
  • Strengthen local institutions for marine protected area management and monitoring.
  • Build partnerships between local communities and regional governments, and encourage the increase of budgets for conservation actions.
  • Facilitate the exchange of best practices and lessons between stakeholders through workshops, electronic forums, and other methods.
  • Promote the Ecosystem Approach to Fisheries Management (EAFM) in relation to the management of community-based marine protected areas.
• Promote improved livelihoods for coastal communities through improved fishery management and improved value chains by:
  • Promoting alternative livelihoods for additional income from marine products through empowering female contributions to fisheries product management, establishing processing groups of fishery products, and providing training on fishery product processing, packaging techniques, marketing, and financial management.
  • Creating connections between coastal communities and the consumers of fisheries products.
  • Training and assisting coastal communities in documenting fish catch and daily transactions such that government agencies can better monitor catch and support market transparency, while also providing data for EAFM.

Eligibility Criteria

• Eligible Applicants: Indonesian civil society organizations;
• If you represent a government-owned enterprise or institution, you are eligible only if you can establish that the enterprise or institution:
  • Has a legal personality independent of any government agency or actor;
  • Has the authority to apply for and receive private funds;
  • May not assert a claim of sovereign immunity.
