The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State is pleased to launch an open competition for organizations to submit applications for Enabling Community-Oriented Policing Program to help Burkinabe law enforcement use community policing as a tool to improve the social contract with their citizens.
Goals
Burkina Faso law enforcement authorities increase citizen trust through institutionalizing and operationalizing community-oriented policing principles.
This project will build on previous engagement by INL and the government of Burkina Faso to advance effective community-driven policing. This project aims to bridge the gap between ambitious intentions and disappointing results. To do so, the project will help Burkina Faso develop:
- Training approaches that consistently integrate community-oriented policing principles,
- Human resource, leadership, and management approaches, and
- Public relations capabilities.
Objectives
- Update and adjust project plan through stakeholder consultation, relationships-building, and mapping.
- Training systems provide consistent and effective community oriented policing knowledge and skills.
- The management of law enforcement organizations is conducive to a community-oriented policing approach.
- Law Enforcement public communications build public trust through highlighting positive behavior and proactively addressing accountability and providing context with respect to inadequate performance.
Funding Information
- Total available funding: $1,000,000
- Award amounts: awards may range from a minimum of $750,000 to a maximum of $1,000,000
- Length of performance period: 24 months
- Anticipated programs start date: Mid December 2021– End of December 2021
Eligibility Criteria
- The following organizations are eligible to apply:
- U.S.-based non-profit/non-governmental organizations (NGOs);
- U.S.-based educational institutions subject to section 501(c)(3) of the U.S. tax code;
- Foreign-based non-profits/non-governmental organizations (NGOs);
- Foreign-based educational institutions
- Applicants must also meet the following requirements to be eligible to apply to this NOFO:
- Applicants must have demonstrated experience implementing similar education or capacity building programs, preferably in Burkina Faso. INL reserves the right to request additional background information on organizations that do not have previous experience administering similar programs and/or federal grant awards.
- Applicants must have the ability to produce course materials, deliver training, and conduct evaluations in French and English. The applicant’s staff should be proficient in English in order to fulfill reporting requirements.
- Applicants must have existing, or the capacity to develop, active partnerships with stakeholders in order to successfully carry out the proposed program.
- Organizations may form a consortium and submit a combined proposal. However, one organization should be designated as the lead applicant and other members as sub-award partners.
- Applicants must be able to respond to the NOFO and be able to mobilize in a short period
