The Department of State and Bureau of International Narcotics-Law Enforcement (INL) is seeking applications for a project to assess law enforcement and legislative approaches to counter illegal, unreported, and unregulated (IUU) fishing in the Western Hemisphere, particularly IUU fishing conducted by malign foreign actors.

The assessment will focus on malign actors conducting IUU fishing activities in the territorial and contiguous waters and exclusive economic zones of South and Central American as well as Caribbean countries; identifying other crimes associated with IUU fishing activities by these actors (which could include corruption and money laundering); and collecting anecdotes that convey the adverse impacts of IUU fishing from government-backed malign actors.
Goal: To understand the scope of IUU fishing-related legislation in the Caribbean, Central America, and South America; identify government-backed malign actors violating these laws; assess crimes associated with IUU fishing activities; and collect local anecdotes on the adverse impacts of IUU fishing in the region.
