The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA) is seeking applications for Justice Information Sharing Training and Technical Assistance Program.
OJP is committed to advancing work that promotes civil rights and equity, increases access to justice, supports crime victims and individuals impacted by the justice system, strengthens community safety, protects the public from crime and evolving threats, and builds trust between law enforcement and the community.
With this solicitation BJA seeks to assist state, local, and tribal jurisdictions in reducing crime and improving the functioning of the criminal justice system through more effective information sharing, multi-agency collaboration, and the implementation of data-driven, evidence-based strategies. This will be accomplished by providing support services to the Regional Information Sharing Systems (RISS) Centers and the RISS Technology Support Center (RTSC) under BJA’s Justice Information Sharing Training and Technical Assistance (JISTTA) Program.
This program furthers the DOJ’s mission to uphold the rule of law, to keep the country safe, and to protect civil rights.
Goals
- The goal of this program is to provide support services to each of the six RISS Centers and the RTSC to assist in gathering required information to respond to BJA reporting requirements, assist with information and intelligence sharing projects nationwide, and provide support with collaborative efforts between DOJ/OJP/BJA and FSLTT criminal justice agencies.
Objectives
- Review data collected for the RISS program and verify it meets the performance measures set forth by BJA in the RISS Center grant awards.
- Engage with the RISS Centers to support the mission of DOJ/OJP/BJA.
- Ensure the RISS program is meeting the needs of FSLTT criminal justice agencies.
- Monitor the continued advancement of national deconflicting efforts between DOJ, RISS, High Intensity Drug Trafficking Areas (HIDTA), and FSLTT criminal justice agencies.
- Promote secure information and criminal intelligence sharing to include support of the Global Standards.
- Ensure users have the appropriate training to understand the collection, storage, dissemination, and purging of criminal intelligence accessible through RISS.

Deliverables
- Submit quarterly statistics for RISS resource access to White House.
- Provide data to Office of National Drug Control Policy (ONDCP) for their annual report.
Eligibility Criteria
- Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education
- Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education
- For profit organizations other than small businesses

- BJA will consider applications under which two or more entities (project partners) would carry out the federal award; however, only one entity may be the applicant for the solicitation. Any others must be proposed as subrecipients (subgrantees).
