The United Counties of Leeds and Grenville, as Service Manager for Housing and Homelessness Programs, has received Social Services Relief Fund (SSRF) funding in response to the COVID-19 crisis, which is a shared initiative between the Ministry of Municipal Affairs and Housing, and the Ministry of Children, Community and Social Services.
During this unprecedented time, it is vital to take action to support the most vulnerable in the community. People who are experiencing homelessness have been identified as a priority group for this wave of funding. Homelessness may be experienced as:
- Unsheltered (e.g. living in a public space, such as a sidewalk, park, or forest; vehicle; makeshift shelter, tent, or shack; abandoned building; other or unsheltered location);
- Emergency sheltered (e.g. residing in an emergency shelter, domestic violence shelter, transitional shelter/housing); or
- Provisionally accommodated/hidden homeless” (e.g. residing at someone else’s place, hotel/motel, hospital, jail, prison, remand center, and their situation is temporary, and the person or family does not have their own apartment or house that they can safely return to).
Service Categories
Leeds Grenville invites Proponents to participate in the Request for Proposal (RFP) for services or activities within at least one of the following service categories:
- Emergency Shelter Solutions:
- Emergency shelter solutions include services and supports that provide relief or protect households/people who are experiencing homelessness. Emergency shelter solutions are expected to operate from a Housing-First and people-centered approach.
- Housing with Related Supports:
- Funding is provided for long-term and transitional housing, as well as supports related to the delivery of that housing. Long-term housing is housing that is safe, adequate, and available in the longer term.
- Other Services and Supports:
- Various services and supports are provided under this category to assist vulnerable or at-risk clients experiencing homelessness with immediate relief or support in obtaining housing.
Funding Information
- Up to $750,000 in funding is available for SSRF services and programs delivered to those in need in Leeds and Grenville.
- Funding is intended for initiatives directly related to supporting homeless persons, such as:
- Building homeless shelter capacity (not including capital expenditures);
- Temporary housing initiatives;
- Use of motels or hotels; and
- Non-medical staffing requirements (e.g. enhanced outreach services).
Eligibility Criteria
- Funding must not replace or supplement current operational budgets.
- Funding may only support new or enhanced programs to address an immediate need in the community due to the COVID-19 crisis.
- Funding is intended to support homeless individuals and families in Leeds and Grenville.
- Non-profit and community agencies may apply for this funding. The non-profit or community agency should have sufficient capacity, or the ability to quickly increase capacity to address this immediate need for services.
- All approved programs must enter into a Service Agreement with the United Counties of Leeds and Grenville.
- Applications will only be accepted from non-profit, publicly funded, or charitable agencies.
Proposal Submission Requirements
Proponents shall demonstrate how they will provide the Deliverables noted above. Proposals should clearly demonstrate the Proponent’s experience in carrying out similar services of varying scope and complexity in the sector.
Proposals shall include the following information:
- An Executive Summary highlighting the Proponent’s credentials and experience relevant to the scope proposed features of the RFP.
- Proposed project:
- What is the proposed program’s objective?
- What is the project?
- Target population: How will this program support the target population of homeless households within Leeds and Grenville that are in need of social services due to the COVID-19 crisis?
- What is the geographical area within Leeds and Grenville that the project will serve?
- Timeframe (start/end dates)?
- How will the project be administered?
- A detailed budget for the project, and inclusion of any other ancillary costs.
- Supporting information to demonstrate Proponent’s qualifications and experience to meet the requirements of the RFP.
- If the project is a collaborative effort with another organization(s), list the organization(s), and how they will participate.
- If the project’s services and supports are a duplication or replication of another service provider’s current programs, indicate the organization and their service details
- Supporting information to demonstrate the Proponent’s capacity to meet the requirements of the RFP.
- Three (3) client references, from individuals who received service or are familiar with your organization’s services.
- Proposals must be legible, written in ink or typewritten. The person authorized to sign on behalf of the Proponent must initial erasures, overwriting, or strikeouts.
- Adjustments by telephone, facsimile, electronic mail, or letter to a proposal already submitted shall not be considered.
- A Proponent desiring to make adjustments must withdraw their proposal prior to closing, clearly identifying in writing their intention to withdraw their proposal. The Proponent may then re-submit a proposal, clearly identifying that it supersedes the withdrawn proposal, while still meeting all conditions identified in this RFP.
- Submissions received by facsimile or electronic mail shall not be accepted.
- Confirmation that the organization does not have a conflict of interest in taking on this work on behalf of the Counties.
- Any other relevant information that supports the evaluation criteria identified below.
*Leeds Grenville reserves the right to reject any RFP that does not cover the minimum information stated above.
