Lives in Dignity Grant Facility for Refugees and other Displaced Persons

UNOPS invites interested and eligible applicants to apply for a Call for Proposals (“CFP”) for the grant project: Lives in Dignity Grant Facility. The Grantee shall have exclusive control over the administration and implementation of this project; however, both the quality of the Grantee’s work and the progress being made toward successfully achieving the activities and outputs of the project shall be subject to review by UNOPS.

Thematic Areas

The Facility will focus on five thematic areas:

• Economic livelihood development,
• Spatial planning, housing and settlement,
• Integrated service delivery (e.g. education, health, water and sanitation, energy),
• Protection in development, and
• Addressing disaster and climate-related human mobility

Priorities

As per its Strategy, the foreseen overall impact of the LiD Grant Facility is that refugees and other displaced persons become productive members of their host communities and participate in furthering their common resilience, socio-economic growth and development. To this end, the LiD Grant Facility will allocate over EUR 24M through a number of funding cycles over the next four years (2021-2025) to a diverse group of implementing partners.

The strategic priorities for the Facility are:

• Early coordination with development focus, leading to development-led approach to forced displacement in support of a nexus approach and seeking synergies with humanitarian actors;
• Needs rather than a status-based approach, including all persons affected by displacements
• More coherent and complementary approach with strong synergy between all partners.

Funding Information

• Lot 1: Afghanistan displacement situation (Afghanistan, Iran and Pakistan): The Afghanistan displacement situation has strong combined dimensions of protracted, recurrent and also new displacement patterns and an important population in need of development-oriented approaches. In addition, because of its multidimensionality, the learning of the Afghanistan displacement context could be in particular valuable to many different forced displacement situations worldwide.
• Lot 2: Sahel displacement situation (Burkina Faso, Chad, Mali, Mauritania, Niger) and including Nigeria: Sahel countries are affected by a deepening displacement crisis that is at risk of spilling over to other countries and regions and development-oriented assistance for displacement has been underfunded in these countries. These states have also suffered for years from protracted and recurrent displacement, from internal and cross-border movements and important West African mixed migration routes across these countries. The learning of the Sahel context, with these multifaceted displacement patterns, could be in particular valuable to many different forced displacement situations worldwide.
• Lot 3: displacement situations in the Countries cooperating under the MIRPS/Regional Comprehensive Protection and Solutions Framework (Belize, Costa Rica, El Salvador, Guatemala, Honduras, Mexico and Panama): Like Sahel and Afghanistan, the Central American situation is a complex displacement setting where new and recurrent, internal and cross-border displacement patterns are interwoven with mixed migration, and where the crisis is deepening due to COVID-19 pandemic. This means an important population of various types of displaced persons are in a dire need of development-oriented approaches that promote holistic and sustainable solutions. Moreover, although this complexity is hard to address in humanitarian and development programming, yet learning of the challenges, lessons learnt and good practice related to innovative approaches in such contexts, would constitute an important source of knowledge for many other displacement situations worldwide.

Note: Entities may submit only one application per lot.
