The Western Australian Government has opened a new round of the Local Capability Fund (LCF) to support local businesses in the Gascoyne and Pilbara, in preparation for the Total Solar Eclipse (TSE) event on 20 April 2023.
The purpose of the LCF is to assist small and medium-sized enterprises with funding for planning, internal infrastructure, plant and equipment, and training.
Objectives
- The Local Capability Fund (LCF) is a funding program under the Industry Facilitation Scheme (The Scheme). The Scheme is an approved guideline under section 10 of the Industry and Technology Development Act 1998.
- The objective of the LCF is to provide small and medium-sized enterprises (SMEs) with funding support to enhance their capacity, capability and competitiveness to supply major projects and markets in Australia and overseas.
- The specific objective of the Total Solar Eclipse (TSE) Round is to provide funding support to enhance the capability and capacity of SMEs in the north west of Western Australia who are expected to be significantly impacted by the total solar eclipse event on 20 April 2023.

Assistance provided under the LCF may include:
- Marketing activities, particularly targeted at interstate and/or international markets;
- Staff recruitment, training, relocation or mobilisation expenses;
- Insurances;
- Registrations and licences;
- Equipment deployment or activation for the total solar eclipse event;
- Mobilisation of vehicles/vessels/aircraft and associated surveying and mobilisation requirements in preparation of the total solar eclipse event;
- Upgrading supply chain requirements, memberships and accreditation costs; and
- Business IT and online booking/information systems costs.
Funding Information
- Specific to the TSE round, grants of 75 per cent of costs up to a maximum of $25,000 are available to eligible businesses.
Eligibility Criteria

To be eligible for funding, applicants must:
- Be registered for GST;
- Have an Australian Business Number (ABN);
- Be a for-profit organisation or business (i.e. not-for-profits and charities are ineligible);
- Employ less than 200 people;

Have been operating in one of the listed locations for at least 12 months at the time of submitting an application, and continue to do so for at least 12 months following application submission date:
- Exmouth
- Carnarvon
- Coral Bay
- Onslow
- Applications are also invited from businesses in the Gascoyne and Pilbara located outside of the mentioned areas that will be impacted by, and can demonstrate potential opportunities as a result of, the total solar eclipse event.
- Previous recipients of funding through the Industry Facilitation and Support Program (IFSP) or the LCF are eligible to apply, subject to:
- The business having complied with the requirements of the Financial Assistance Agreements entered into for the prior funding – including all reporting requirements; and
- The business having received no more than $300,000 in grant funding under the LCF program and its predecessor (the IFSP) in the last five years, including this application. Any funding received as part of the $10 million COVID-19 LCF Rounds run in 2020/21 does not go towards this limit.
