As part of the partnership between the National Program for the Fight against STIs/AIDS through the Rights and HIV Commission with the United Nations Development Program (UNDP), this call for proposals is launched to build the capacity of people living with, at risk or affected by HIV, especially those excluded, so that these people improve their capacity for resilience.
Objectives
The objective of this call for proposals is to invite Civil Society Organizations (CSOs), as well as national Non-Governmental Organizations (NGOs) in Madagascar to submit their proposal to make communities autonomous, with the capacity to exercise leadership and action to meet the needs of people living with HIV, people at risk of or affected by HIV, especially those who are currently excluded, in the Anosy region.
Funding Information
- Proposal amounts should range from a minimum of $10,000 to $12,000.
- The amount requested in the proposal must be commensurate with the administrative and financial management capacities of the organisation. In principle, the duration of the project is fixed at 4 months.
Final beneficiaries
Eligible proposals will be those focusing on the principle of “leaving no one behind” and targeting both vulnerable people including: men who have sex with men, sex workers and transgender people … as direct and final beneficiaries.
Deliverables
The main deliverables are:
- Deliverable 1: Detailed work plan
- Deliverable 2: Report of technical support provided to the poorest communities in order to improve their capacities in the legal and regulatory framework (laws and practices) related to care supplies, addressing stigma and discrimination, and addressing the HIV needs of women and girls and ending sexual and gender-based violence.
- Deliverable 3: Final intervention report
Eligibility Criteria
This call for proposals (CFP) is specifically linked to UNDP Madagascar which wishes to collaborate with a Civil Society Organization, or a Malagasy national Non-Governmental Organization (NGO), ready and having the required profile to strengthen communities to develop their leadership capacity and to take action that responds to the needs of populations living with HIV, populations at risk and affected by HIV, in particular those who are excluded.
Selection Process
UNDP will review proposals through a five-step process:
- Determination of eligibility;
- Technical review of eligible proposals;
- Scoring and ranking of eligible proposals based on the evaluation criteria described in the previous section to identify the highest ranked proposal;
- A series of clarifications (if necessary) with the highest rated proposal; Signing of the Grant Agreement.
