The Bureau of International Labor Affairs (ILAB), U.S. Department of Labor (USDOL, or the Department), announces the availability of grants for the Mexico Awareness Raising Project.
The project-level objective is to strengthen awareness of the Mexican labor justice reform among workers, employers, and union leaders.
Funding Information
- Approximately $10,000,000 total costs are expected to be available to fund approximately one award.
- Applicants for Mexico Awareness Raising Project may apply for a ceiling amount of up to $10,000,000 in total costs.
- The period of performance is a maximum of 4.5 years (54 months) from the effective date of the award.
Eligibility Criteria
The following organizations are eligible to apply for Mexico Awareness Raising Project:
- U.S. organizations:
- Nonprofits, including any faith-based organizations or community-based organizations
- Public/State Controlled Institutions of Higher Education
- Private Institutions of Higher Education
- For-Profit Organizations
- Non-U.S. organizations:
- Non-U.S. Entities, including PIOs.
Outcomes
The project will aim to achieve the following outcomes:
- Outcome 1: Increase understanding by workers, employers, and union leaders on how to utilize Mexico’s new labor systems to protect labor rights and effectively address labor disputes.
- Outcome 2: Build the capacity of the federal and state level Secretariat of Labor and Social Welfare (Secretaría de Trabajo y Prevención Social or STPS) staff and constituents from key institutions to conduct outreach regarding labor rights and implementation of the labor reforms among target audiences.
In addition to its normal consultative role as a grantor, ILAB’s substantial involvement in program activities will focus on elements that are essential to meet program requirements and assure achievement
of program objectives and outcomes. ILAB’s Mexico Awareness Raising Project involvement will include, but not be limited to, the following:
- Liaising with in-country USG officials and host country governments on matters related to the project.
- Collaborating substantially on the project strategy and implementation, as well as the development of the project documentation package.
- Collaborating substantially on the development and implementation of the Comprehensive Monitoring and Evaluation Plan (CMEP) or Performance Monitoring Plan (PMP) and all of its components.
- Providing highly specialized input on the technical definitions and concepts of workers’ rights, international labor standards, OSH, industrial relations, social dialogue, collective bargaining, freedom of association, acceptable conditions of work, compliance assistance, nondiscrimination, labor courts, labor administration, labor inspection, labor law and judicial reform, legal and policy frameworks, and effective enforcement, among others.
- Being substantially and actively involved in designing research, service provision, and/or capacity-building activities jointly with the recipient.
