The National Arts Council South Africa (NAC) is pleased to announce a new Presidential employment stimulus programme (PESP 3) call for arts and culture applications for the 2022-2023 financial year.
PESP 3 aims to provide an economic stimulus to support sector initiatives that create jobs in the creative and cultural sector.
It is anticipated that the funding will create employment opportunities in the sector, as well a multiplier effect in the creation of employment opportunities beyond the sector itself and forms part of the Government’s intervention to re-activate the sector to economic recovery and reconstruction (Economic Recovery and Reconstruction Plan – ERRP), post the COVID-19 pandemic devastation.
Funding Information
- Due to budgetary constraints, the NAC may not be able to fund the full budget of a project. Applicants are therefore encouraged to seek additional funding from other sources. Applicants must declare any other sources of funding.
- Applicants can apply for a maximum of:
- R3 million – for major projects with at least 200 job opportunities including number of artists to be employed, a national footprint, capacity building, audience development.
- R2 million – for venue support with at least 120 job opportunities including number of artists to be employed, capacity building, audience development R1 million – for projects that do not fit into either of the above
- There is no minimum budget for applications.
Eligible Projects
Types of projects to be considered (included but not limited to):
- Animation / multimedia design
- Art teaching at community level
- Arts and culture related publications
- Capacity building/skills development projects
- Community outreach arts and culture projects
- Creation of new works/products, e.g., ceramics, pottery, wood carving, embroidery, applique, tapestry, weaving and textile design, new choreographic works, scriptwriting for theatre, photography, music recordings
- Creative writing (writing and research grants, including autobiographies / biographies, novels, short stories, drama book, folklore/storytelling, poetry and children’s literature)
- Dance performances/productions
- Exhibitions
- Fashion design with a cultural element
- Festivals, including literary festivals/book fairs (these will be considered only if they have a community participation component)
- Music concerts
- Musical theatre productions
- Public art
- Publishing subsidies for book publishing houses
- Puppetry
- Research for script development for theatre
- Residencies
- Running costs will be supported in association with the relevant artistic programme costs (not to exceed 15% of budget)
- Self-publishing by established/prolific authors
- Storytelling
- Theatre productions
Any other arts related activities that can demonstrate the creation of work opportunities and economic stimulus.
Eligibility Criteria
- Individuals
- Individual applications are for a single applicant (an individual) who is undertaking a project,
- In cases where several people are working collaboratively on a project, one member of the group should take the lead in applying,
- All applicants must be South African citizens and over 18 years of age,
- Projects may be implemented in South Africa, across the continent or abroad,
- Individuals are requested to propose projects that are aimed at stimulating the broad arts and culture sector,
- Applications from individuals working for a government department and/or entity will not be accepted,
- Individuals under the Government Expanded Public Works Programme (EPWP) and Internships/Learnerships will be eligible to apply.
- Organisations/Institutions
- Applications from formally registered South African arts and culture organisations / groups and institutions are acceptable,
- All lead applicants must be South African citizens and over 18 years of age,
- Projects may be implemented in South Africa, across the continent or abroad.
- Applicants needs to consider that some countries may still be experiencing Covid restrictions and thus travel may be affected, Registered arts organisations are requested to propose projects that are aimed at stimulating the broad arts and culture sector,
- A lead applicant working for a government department and/or entity will not be accepted,
- A lead applicant working under the Government Expanded Public Works Programme (EPWP) and Internships/Learnerships will be eligible to apply.
