The National Endowment Fund for Culture and the Arts (NEFCA), under the National Commission for Culture and the Arts (NCCA), provides support to a wide range of stakeholders through its Competitive Grants Program and Institutional Programs. These include the NCCA Outreach Program, the Resource Person’s Bureau, and the Technical Assistance Program. Eligible applicants include Non-Government Organizations (NGOs), Peoples Organizations (POs), Indigenous Peoples Organizations (IPOs), individuals, Local Government Units (LGUs), Government Agencies (GAs), State Universities/Colleges, and Public Schools.
For 2026, all grant categories are aligned with the four strategic outcomes identified in the Philippine Development Plan for Culture and the Arts 2024–2029. These outcomes are: the reaffirmation of Filipino identity; the harnessing of Filipino creativity and innovativeness; the establishment of humane, inclusive, and sustainable communities; and the enhancement of culture and disaster responsive governance.
NGOs applying for grants must have been registered with the Securities and Exchange Commission (SEC) for at least three years before the application date. They must not have any key personnel related up to the fourth degree of consanguinity or affinity to NCCA officials or staff, in order to avoid conflicts of interest. Additionally, they must not have any unliquidated grants or negative records with the NCCA or any other government agency.
For POs, eligibility requires a minimum of three years of existence prior to application. They must be recognized and endorsed by cultural agencies, LGUs, GAs, academic institutions, NCCA Executive Council members, or other recognized individuals or organizations in Philippine society. Like NGOs, POs must avoid conflicts of interest through familial connections and must maintain a clean grant record.
IPOs must be endorsed by the National Commission on Indigenous Peoples (NCIP) or the National Commission on Muslim Filipinos (NCMF), depending on the community represented. Endorsements can also come from cultural agencies, government bodies, academic institutions, or NCCA-recognized entities. They must not have key personnel related to NCCA officials up to the fourth degree and must not hold any unliquidated grants or have derogatory records.
Individuals applying for grants should have a proven track record in implementing culture and arts projects. These projects must be recognized and endorsed by relevant institutions or individuals such as cultural agencies, LGUs, GAs, academic institutions, or NCCA Executive Council members. Like organizations, individuals must not have any unliquidated grants or negative history with NCCA or other government agencies.
