The National Institute of Corrections (NIC) is seeking applications for Networking and Professional Development of State and Large Urban System Healthcare Administrators under the Fiscal Year (FY) 2021 to support the development, enhancement, and sustainability of nationwide correctional healthcare leadership.
Goals
The goals of these professional development training programs are to develop and enhance competency based leadership skills as well as enhance healthcare knowledge for state and large urban system Healthcare Administrators of Corrections, focusing on collaborative and sustainable approaches to organizational management. The successful applicant(s) must:
- articulate a clear understanding of the unique training needs of Correctional Healthcare Administrators,
- have effectively incorporated adult learning principles into training modules,
- have coordinated and facilitated training at the executive and senior level, and
- identify several committed project team members who have served at a senior/executive level in a state or large urban correctional agency as a healthcare administrator.
Objectives
The program’s overall objectives include the following:
- Provide support to newly appointed or selected state and large urban correctional healthcare administrators in their new leadership role and the multiple complexities inherent in correctional healthcare that accompany changes of command;
- Provide a safe and confidential training environment where correctional healthcare leaders may candidly discuss challenges and experiences involving their organization, both internal and external, and;
- Provide an opportunity for participants to share information, engage in networking and mentoring relationships as well thoughtfully review emerging healthcare issues and trends that are impacting the field of corrections.
Funding Information
NIC expects to make one award for as much as $85,000.00 for a 12-month project period.
Deliverables
In addition to the strategy and content of the program design, the successful applicant must complete the following deliverables during the project period.
- Participate in one kick-off meeting within 30 days of the date of award to
- review the history and required elements of the cooperative agreement and
- discuss the meeting goals and agenda for both programs. Minimally, this collaborative meeting must include the NIC Correctional Program Specialist, the senior representative (s) from the awardee organization(s), and a Program & Training Committee, comprised of a representative group of healthcare administrators from corrections.
- Collaborate with NIC Correctional Program Specialist and the Program & Training Committee to create and conduct one planning meeting in advance of the training programs. The meeting must be held at a location approved by NIC.
- NIC will be responsible for the lodging and daily transportation to and from the meeting site and communicate all related travel logistics to meeting attendees, including pre and post meeting arrangements and reimbursement procedures.
- Attend two regularly-scheduled meetings of the Training & Program Committee held by the Coalition of Correctional Health Authorities in conjunction with the winter and summer American Correctional Association (ACA) conferences. The purpose of the awardee’s attendance at these meetings are to
- jointly present an update of planned training offerings with the NIC Correctional Program Specialist and
- share evaluation outcomes with recommendations for future program changes for both training programs (AHAS/NHAS).
- In conjunction with NIC, recommend, develop, and implement post-training evaluation instrument(s) to build a chain of evidence about training effectiveness and guide future training refinement.
- Plan, conduct and evaluate one (1) one-half day (no more than 4 hours in length) mid-year virtual seminar, incorporating the elements.
- Plan, conduct and evaluate one (1), three-day on site All Healthcare Administrators Seminar (AHAS), incorporating the elements.
- Plan, conduct and evaluate two (2) 3-day on site New Healthcare Administrators Network and Seminars, incorporating the elements.
Eligibility Criteria
NIC invites applications from nonprofit organizations (including faith-based, community, and tribal organizations), for-profit organizations (including tribal for-profit organizations), and institutions of higher education (including tribal institutions of higher education). Recipients, including for-profit organizations, must agree to waive any profit or fee for services. NIC welcomes applications that involve two or more entities; however, one eligible entity must be the applicant and the others must be proposed as subrecipients. The applicant must be the entity with primary responsibility for administering the funding and managing the entire program.
