The Embassy of the Kingdom of the Netherlands in Jordan is soliciting concept notes for (a) project(s) focusing on capacitating youth in either or both the fields of pre- and post-harvest and /or tourism with the aim to meet the labour market demands and increase their economic participation.
They are looking for (a) new project(s) to be implemented under the Nexus Skills-Jobs for Youth Fund. The first project under this fund has already been granted, focusing on the ICT sector. The project aims to provide labour market oriented technical training in ICT, market entry/soft skills training, and entrepreneurial training in order to increase income generation prospects of Jordanians youths in formal employment or self-employment.
This project titled “Skilling for Increased Economic Participation of Youth” is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Government and commissioned by the Federal Ministry for Economic Cooperation and Development (BMZ).
Priorities and Goals
- Good quality education offers youth the right skills, knowledge and competencies for the needs of the labour market, for starting a business and for being able to participate in society. Young men and women need access to relevant set of skills that include foundational skills (such as literacy and numeracy), transferable skills (skills that can be used for all sorts of jobs, such as socio-emotional skills, but also digital skills) and specific technical, vocational and entrepreneurial skills. The right set of skills is crucial for finding a decent job or generating a decent income in the pre and post-harvest and tourism sectors.
- Priorities of the Nexus Skills-Jobs for Youth Fund: the key challenges to create employment for young people are visible at three levels: there are not enough (decent) jobs for the working-age population (demand); it is difficult to connect skilled youth to employers (matching); and many youths do not have the right set of skills needed by employers or required to start an own business (supply). With the Nexus Skills-Jobs for Youth fund, they aim at finding projects that integrate solutions at these three levels (demand, supply and matching). For this call they are in particular looking for activities under projects targeted at the pre and post-harvest and tourism sectors.
- The proposed project needs to be in line with the Dutch youth strategy “Youth at Heart” highlighting youth engagement and involvement in the overall project and its design.
- Relevant priorities of the Embassy of the Kingdom of the Netherlands in Jordan: include social progress/education and sustainable trade and investment/private sector development. The Netherlands – Jordan cooperation and Dutch policy is grounded on increased skills and improved transition from school to the labour market for young men and women. Job market relevant education including workbased learning offers more opportunities for youth to acquire a decent job and income. The policy also aims at strengthening the technical and vocational education and training (TVET) system in delivering technical and vocational (work based) learning serving private sector (new economy) needs in Jordan. Under this policy linkages to private sector development and strengthened economic actors, the foodwater-energy nexus, and improved access to quality education for vulnerable communities are encouraged. References to these priorities should be made in the concept note, in light of the tourism and/or pre and post-harvest sectors.
Eligibility Crietria
- Applicants should be non-governmental and non-profit organisations. Consortia of organisations are also allowed to apply, including a private sector entity gives an added value.
- Organisations need to have a proven track record in the particular field that they apply for, either based on the organisation’s history of interventions or the individuals that will be working on the proposed project.
- The remuneration of individual managers and board members of an applicant (lead party and co-applicants) must be cost-effective, and in reasonable proportion to the seniority of their position and to the organisation’s size and complexity.
- The proposed activities are only implemented in Jordan.
