The National Institutes of Health (NIH), an agency of Department of Health and Human Services (DHHS) is seeking applications for a program entitled “Optimizing the HIV Care Continuum for Substance Abusing Populations at High-Risk and/or Living with HIV”.
The program objective is to encourage research that examines the optimization of multiple components of the care continuum, such as HIV testing (identification) status, linkage and retention in care, and viral suppression for individuals with HIV for substance abusing populations at high-risk and/or living with HIV.
Funding Information
- NIH intends to fund an estimate of 3-5 awards, corresponding to a total of $4 million, for fiscal year 2017. Future year amounts will depend on annual appropriations.
- The total project period may not exceed 2 years.
Expected Outcomes
- Relatively few “new” HIV– positive individuals were identified in domestic settings, which may have reflected saturation of communities by recent testing campaigns, but also suggested that some people may beyond the reach of even efforts to universally offer HIV testing;
- Linkage and retention in care were associated with the most “dropoff” within the HIV care continuum, often due to discontinuities in care, such as dropout between linkage and start of treatment;
- Unexpectedly high mortality rates occurred in some studies due to the late stage of illness at which HIV-positive individuals were identified;
- Linkage and retention were adversely affected by comorbid health conditions (HCV, for example);
- Setting-specific issues related to staff turnover and receptivity to new or improved services, particularly in criminal justice settings and;
- Medication assisted treatment and other addiction services often were unavailable in settings with high HIV prevalence.
