The U.S. Department of State’s U.S. Embassy Islamabad announces an open competition for a cooperative agreement through this Notice of Funding Opportunity (NOFO), contingent on funding availability, through the Public Diplomacy Grants Program to strengthen the capacity for grant writing and program implementation of Pakistani civil society organizations (CSOs) and non-governmental organizations (NGOs) from underserved communities or that work on issues impacting these underserved populations.
Project Goal
- This project seeks to strengthen the grants writing, implementation, and monitoring and evaluation skills of Pakistani civil society organizations (CSOs) and non-governmental organizations (NGOs) from underserved communities or that work on issues impacting these underserved populations. By helping these CSOs and NGOs access funding and secure partnerships, the Embassy aims to enable them to conduct programs and initiatives that foster a more open, equitable, and inclusive Pakistani society.
Project Objectives
- Objective 1: Strengthen the organizational capacities and professionalism of at least 20 local CSOs and/or NGOs through improved grants-writing, program implementation, monitoring and evaluation, and related skills.
- Objective 2: Participants who are selected through the culminating small grant funding competition will successfully complete designed programs with implementer support as grant sub-awardees.
- Objective 3: Increase equitable access to U.S. government federal assistance funding for less experienced or smaller CSO and NGO partners from underserved communities or working on topics impacting these populations.

Project Audience(s)
- Primary beneficiaries should be CSOs and NGOs consisting of members of underserved communities (including women, underserved racial, ethnic, and religious communities, indigenous persons, persons with disabilities, and LGBTQI+ persons) or those organizations that work on issues related to these groups.
Eligibility Criteria
- The following organizations are eligible to apply:
- Not-for-profit organizations
- Civil society/non-governmental organizations
- Think tanks
- Public and private educational institutions
- For-profit entities, even those that may fall into the categories listed above, are not eligible to apply for this NOFO. Organizations may sub-contract with other entities, but only one, non-profit, non-governmental entity can be the prime recipient of the award. When sub-contracting with other entities, the responsibilities of each entity must be clearly defined in the proposal.
