NOFO: Communicating with Communities About the State of Exception (El Salvador)

The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to develop and disseminate critical messaging for communities about the national “state of exception” under which tens of thousands of Salvadorans have been detained.

Objectives

Project Goal: This project will help INL strengthen El Salvador’s criminal justice system to support stable, rights-respecting partners through public engagement. The desired end state of the project is one in which communities have access to accurate information about the state of exception and a heightened awareness of judicial process and best practices interacting with the country’s security and justice institutions.

Project Vision: This project is working to share information about police and judicial activities to reduce additional trauma to the effected communities and improve judicial outcomes. Developed messaging would cover topics including what is happening, how legal processes are working, and best practices and recommendations for families. These messages would be developed with a large group of actors who can also support dissemination, such as local non-government partners and municipalities.
