The Bureau of Population Refugees and Migration is soliciting proposals for grants to support the Non-governmental organization (NGO) Programs that benefits the refugees in South Africa and the Democratic Republic of the Congo.
Program Areas
Proposals must align with one or more of the following program areas:
- Humanitarian Protection and Assistance
- Interim and Durable Solutions
Country-Specific
- Democratic Republic of the Congo Country-Specific
- PRM is seeking to fund proposals to assist refugees from the CAR living primarily outside well-established camps or settlements in Nord Ubangi, Sud Ubangi, and/or Bas Uele provinces. Proposals must focus on protection and/or health. Programs in the above sectors may incorporate elements that focus on mental health and psychosocial support (MHPSS) and inclusion of persons with disabilities.
- Applicants must be registered with DRC authorities or in the process of applying for registration. International NGOs are strongly encouraged to partner with national NGOs and refugee-led organizations, including as sub-awardees.
- Proposed activities should align with existing refugee response plans as well as coordination with UNHCR, the DRC government (at any level), and other relevant coordinating bodies in planning, implementation, and reporting on the response to the needs of refugees.
- Successful proposals will seek to address refugee and asylum seeker needs, promote refugee self-reliance, foster social cohesion between refugees and host communities, and further the integration of refugees. They should also:
- work closely with communities in project design and implementation;
- adopt a community-based approach that takes into considers host community needs and capacities; and
- build upon existing services to avoid creating refugee-specific parallel services.
- It is strongly encouraged that all projects mainstream protection, in particular genderbased violence (GBV) risk mitigation and prevention of sexual exploitation and abuse and sexual harassment measures (i.e., continuous staff and beneficiary training, accountability reporting, etc.), across proposed sectors and activities.
- Duration of Activity
- Program plans for two or three years will be considered.
- South Africa Country-Specific
- PRM is seeking to fund national (South African) NGOs or eligible refugee-led organizations only in this notice of funding opportunity. Applicants must be registered with South African authorities or in the process of applying for registration. National NGOs are encouraged to partner with refugee-led organizations, including as sub-awardees.
- Proposals must focus on protection. Programs in the above sectors may have elements that incorporate mental health and psychosocial support (MHPSS), inclusion of persons with disabilities, and/or providing cash and voucher assistance.
- Proposed activities should demonstrate alignment with existing refugee response plans as well as coordination with UNHCR, the South African government (at any level), and other relevant coordinating bodies in planning, implementation, and reporting on the response to the needs of refugees.
- Proposed activities should support refugees and asylum seekers residing in South Africa (including individuals who are awaiting initial asylum seeker registration).
- Successful proposals will seek to address refugee and asylum seeker needs, promote refugee self-reliance, foster social cohesion between refugees and host communities, and further the integration of refugees into South Africa. They should also:
- work closely with communities in project design and implementation;
- adopt a community-based approach that considers host community needs and capacities; and
- build upon existing services (including government services) to avoid creating refugee-specific parallel services.
- It is strongly encouraged that all projects mainstream protection, in particular genderbased violence (GBV) risk mitigation and prevention of sexual exploitation and abuse and sexual harassment measures (i.e., continuous staff and beneficiary training, accountability reporting, etc.), across proposed sectors and activities.

Funding Information
- Democratic Republic of the Congo
- PRM anticipates, but makes no guarantee, to award up to $2,000,000 per year through this NOFO for this country.
- Program proposals must not be less than the funding floor and not more than the funding ceiling per year or they will be disqualified.
- Funding floor per year (lowest $ value): $1,500,000 per year
- Funding ceiling per year (highest $ value): $2,000,000 per year
- Note: Funding ceilings and floors pertain to the PRM cost per year.
- PRM anticipates, but makes no guarantee, to fund one award through this announcement.
- Funding will be provided in 12-month increments.
- South Africa
- PRM anticipates, but makes no guarantee, to award up to $350,000 per year through this NOFO for this country.
- Program proposals must not be less than the funding floor and not more than the funding ceiling per year or they will be disqualified.

- Funding ceiling per year (highest $ value): $350,000 per year

Geographic Regions / Populations
- Proposed activities should primarily support refugees in the Democratic Republic of Congo (DRC), specifically Central African Republic (CAR) refugees in North Ubangi, South Ubangi and/or Bas Uele or in South Africa.
- Because of PRM’s mandate to provide protection, assistance, and sustainable solutions for refugees and victims of conflict, PRM will consider funding only those programs that include a target program participant base of at least 50 percent refugees and asylum seekers (including asylum seekers awaiting their initial application for status in South Africa).
Eligibility Criteria
- Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education (U.S.-based NGOs must be able to demonstrate proof of non-profit tax status).
- Nonprofits without 501(c)(3) status with the IRS, other than institutions of higher education (overseas-based NGOs must be able to demonstrate proof of registration in country of domicile); and
- International Organizations. International multilateral organizations, such as United Nations agencies, should not submit proposals through Grants.gov in response to this NOFO. Multilateral organizations that are seeking funding for programs relevant to this announcement should contact the PRM Program Officer on or before the closing date of the funding announcement.
