The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. The Department of State announces an open competition for organizations to submit applications to carry out a project to study and make recommendations for improvements to El Salvador’s juvenile justice system.
Goal: The goal of this project is to create a cohort of stakeholders that will comprehensively study and develop recommendations for improvements or whole-scale changes to El Salvador’s juvenile justice system that are intended to reduce juvenile recidivism rates and restore community integrity. To achieve this goal the program will develop a comprehensive strategy to identify how to implement global best practices in El Salvador.
Objectives
- Community Engagement. Communities play a key role in placing juveniles on a path toward success, stability, and long-term contribution to society. Implementers must support community engagement where juveniles who have encountered the juvenile justice system return. Communities must be prepared to receive these juveniles and must have the knowledge and tools necessary to restore community integrity.
- Stakeholder Cohort to Assess Implementation of Global Best Practices. Global best practices and how to adapt them to El Salvador will be identified and will include engagement of relevant communities and families in support of the juveniles, identify services required for the juveniles and the concomitant legislation that will provide the legal way forward to implement these best practices.
- A Road Map Forward. Based on the data and research collected over the 12- month project timeline, implementers will report on a way forward and will make recommendations on how to implement global best practices within El Salvador’s specific cultural and socio-economic context.

- Total Funding Available: $100,000 – $200,000
- Application Ceiling: Up to $200,000.00 U.S. Dollars
- Application Floor: At least $100,000.00 U.S. Dollars
- Initial Project Implementation Length: 12-18 months from date of award
